    Betegnelse for pengeinstitutters kapitalgrundlag til opfyldelse af lovmæssige solvenskrav.
    Tier 1 capital omfatter den såkaldte core capital (kernekapital), dvs. indbetalt aktie- eller garantikapital, overkursfond og almindelige reserver, korrigeret for visse forhold, f.eks. egne aktier.
    Tier 2 capital opdeles i upper og lower tier 2 capital, hvor upper omfatter den såkaldte supplerende kapital, dvs. værdipapirer udbudt som ansvarlig kapital (ingen misligholdelsesbeføjelser for kreditor, mulighed for at udskyde renter og for at nedskrive hovedstolen) samt opskrivningshenlæggelser. Lower tier 2 capital består af ansvarlig indskudskapital, dvs. gældsforpligtelser efterstillet almindelig gæld.
    Summen af kernekapitalen og den supplerende kapital betegnes ansvarlig kapital, idet supplerende kapital (inkl. nedennævnte kortfristede supplerende kapital) kun må medregnes med et beløb svarende til 100% af kernekapitalen. Den ansvarlige kapital korrigeres under ét for visse forhold, f.eks. beholdninger af ansvarlig kapital i andre pengeinstitutter samt ikke betalt skat.
    Tier 3 capital blev indført i den danske lovgivning i 1995 samtidig med, at ovennævnte lower tier 2 capital blev fjernet. Tier 3 betegnes også kortfristet supplerende kapital, men er ikke en del af den ansvarlige kapital, og den kan alene medgå til dækning af det solvensmæssige krav til poster med markedsrisiko.
    I et dansk pengeinstitut skal den ansvarlige kapital med tillæg af kortfristet supplerende kapital til enhver tid udgøre mindst 8% af instituttets vægtede aktiver m.v. herunder poster med markedsrisiko.
