Глагол, следующий за союзом as well as, в простом предложении употребляется, как правило, в форме герундия (-ing form). Со сложносочиненным предложением, употребляются два глагола-сказуемых в личной форме. (3.) Форма глагола-сказуемого, согласующаяся с подлежащим, состоящим из двух существительных или местоимений, связанных союзом as well as, зависит от формы первого существительного или местоимения: He as well as all of us is pleased with the result. cp. They as well as I am ready to start. (4.) See as, cj; USAGE (3.).

С тех пор эта фраза используется, чтобы выразить скептическое, недоверчивое отношение к чему-либо.
