Субсидиарность
Принцип определения полномочий центрального правительства. В основе принципа лежит рациональное распределение полномочий между разными уровнями власти при принятии экономических решений. Проблемы, затрагивающие отдельный город, должны решаться городскими органами власти, проблемы региона - региональными властями, национальные проблемы - центральным правительством. В контексте взаимоотношений Европейского союза с отдельными странами, входящими в его состав, субсидиарность предполагает, что в тех случаях, когда невозможно решить поставленные задачи в рамках компетенции стран-членов организации и когда необходимы совместные действия стран, достижение плеследуемых целей переходит в юрисдикцию самого союза. Напротив, если реализация задач союза не требует коллективных усилий и возможна на уровне отдельных государств-членов, ЕС обязан воздержаться от каких-либо действий, которые могут помешать реализации полномочий суверенных государств. Принцип субсидиарности согласуется с теорией общественного выбора, которая изучает, как общество может и должно принимать решения. См. также Welfare economics.Новый англо-русский словарь-справочник.
