истСНВ-1, СНВ-2Переговоры между США и СССР о сокращении стратегических вооружений. Были начаты в Женеве 30 ноября 1981, возобновлены в июне 1982, вновь приостановлены в конце 1983 в связи с решением США разместить свои ракеты "Першинг-2" [ Pershing] на территории ряда западноевропейских стран-членов НАТО. Были вновь возобновлены в марте 1985 в Женеве. 31 июля 1991 в Москве был подписан Договор о сокращении и ограничении стратегических вооружений (СНВ-1) [Treaty on the Reduction and Limitation of the Strategic Offensive Arms], предусматривавший сокращение на 33 процента ядерного арсенала и уничтожение в течение семи лет арсенала межконтинентальных баллистических ракет обеих стран. Положения Договора и намерение США придерживаться их в одностороннем порядке были подтверждены в ходе встречи на высшем уровне в феврале 1992. Договор о СНВ-1 не вступил в силу в связи с тем, что после распада СССР возникли четыре государства, обладающие ядерным оружием - Россия, Украина, Беларусь и Казахстан. 23 мая 1992 эти четыре государства, подписав Лиссабонский протокол, взяли на себя обязательства бывшего СССР. В мае же Украина, Беларусь и Казахстан заверили США о своем намерении ликвидировать все свои запасы ядерного оружия в течение семи лет после вступления в силу Договора о СНВ-1. Договор о СНВ-1 был ратифицирован Беларусью (4 февраля 1993) и Казахстаном (2 июля 1992). Украина ратифицировала его 18 ноября 1993, но представила список требований, противоречащих ее обязательству ликвидировать все ядерные вооружения на своей территории. 5 декабря 1993 Договор о СНВ-1 вступил в силу, но обмен ратификационными грамотами не состоялся до сего времени (1996) в связи с позицией, занятой Государственной думой Российской Федерации, которая ставит условием ратификации присоединение Украины к Договору о нераспространении ядерного оружия. Договор о дальнейшем сокращении и ограничении стратегических ядерных сил США и России (СНВ-2) [Ttraety on Further Reduction and Limitation of Strategic Offensive Arms] был подписан в Москве 3 января 1993. Им предусматривается сокращение Россией и США численности стратегических ядерных боеголовок до двух третей к январю 2003 или к 31 декабря 2000 в случае оказания Соединенными Штатами помощи России в ликвидации стратегических наступательных вооружений. Договор о СНВ-2 был ратифицирован Сенатом США 25 января 1996, но пока остается не ратифицированным Россией.
