Schweiz: President of the Confederation* * *The Bundespräsident, elected by the Bundesversammlung, is the head of state of the Federal Republic of Germany. The term of office is five years and the President can be re-elected only once. The Bundespräsident's main task is to represent Germany at home and abroad. Since the office is non-party political, presidents can make use of their status to draw attention to social problems and abuses of power. The Austrian Bundespräsident is also the head of state, but is elected by the people. The term of office is six years, with a possible second term. The President can dissolve the Nationalrat and appoints and dismisses the Bundeskanzler. In Switzerland the Bundespräsident is the chairman of the Bundesrat and is in office for a period of one year only. The President is not head of state, but he represents the country abroad. (1890-1970). Prime minister 1944-1946, President 1958-1969.De Gaulle was without doubt the most influential French politician of the twentieth century. Leader of the Free French forces in World War 2, General de Gaulle went on to become the instigator, and the first president, of France's fifth republic. He oversaw French decolonisation of Algeria and other colonies, but was also a strong nationalist, who believed in France's independent nuclear deterrent, and withdrew France from NATO's military command in a move to affirm France's independence with regard notably to the USA. He was one of the leading proponents of the European Economic Community, the EEC, precursor of the European Union, but memorably blocked Britain's application for membership in 1960, considering that Britain was too aligned with the USA.A firm believer in strong central power, he designed the constitution of the Fifth Republic to give very great powers to the President (far greater than in any other major western democracy), leaving the French Parliament as second fiddle. He also sought to model the European Community in the same way, concentrating power in the hands of the Commission, and opposing the extension of the powers of the European Parliament.Notwithstanding, de Gaulle remains an iconic figure in the life of modernFrance, and a point of reference for politicians, notably those on the right. For over thirty years, French conservative political parties have vied with each other to portray themselves as the true bearers of Gaullist values; but with the passing of time, de Gaulle's influence on French politics, and the emblematic value of his name, are declining. (adj. Mittérandiste)(1916 - 1996)Françoisz Mitterrand was the longest serving French president under the Fifth Republic. Mitterrand, a Socialist, served two full terms in office, from 1981 to 1995. He was also the oldest president of the Fifth republic, leaving the job at the age of 78. History will judge how successful Mitterrand was; adulated by his supporters, he was much maligned by his political opponents; but for the second period of both his terms, he was obliged to appoint a Prime Minister from the conservative opposition (leading to a state of " cohabitation" (q.v.)), following mid-term rejections of his socialist administrations. He will perhaps be remembered as an indecisive president; from 1981 to 1983, he oversaw left-wing policies, including the nationalisation of some banks and other major companies; but from 1983 onwards, this policy went into reverse, and from then on state companies were progressively privatized. He did much to free France from the tight constrictions of the Gaullist state, abolishing the death penalty and removing state control of the media; but he was party to a notorious act of international piracy, the sinking of the Greenpeace ship Rainbow Warrior in the harbour at Auckland, New Zealand, in which a Greenpeace activist was killed.Reelected in 1988, he pledged to follow a policy that was neither too left, nor too right. 26 Carlos I, King
(1863-1908)The second to last reigning king of Portugal and second to last of the Braganza dynasty to rule. Born in 1863, the son of King Luis I, Carlos was well-educated and became an accomplished sailor, as well as an artist of maritime scenes in oil paintings. A selection of his paintings remains on display in various museums and halls. His reign began in 1889, when his father died, and was immediately marked by controversy and conflict. In January 1890, the monarchy was weakened and Carlos's authority placed in question in the crisis of the " English Ultimatum" (see also Ultimatum, English) Portugal's oldest ally, Great Britain, threatened an end to the 517-year-old alliance, and hostilities arose over the question of territorial expansion in the "Scramble for Africa." Although Carlos was a talented diplomat who managed to repair the damaged Anglo-Portuguese Alliance and to promote other foreign policy initiatives, his reign was marked by the failure of monarchist politics, the weakening monarchy, and rising republicanism. As monarchist politics became more unstable and corrupt, the republic opposition grew stronger and more violent. Carlos's appointment of the dictatorial João Franco government in 1907 and Franco's measures of January 1908 repressing the opposition were, in effect, the king's death warrant. While returning from a royal trip to the Alentejo on 1 February, 1908, King Carlos and his heir apparent, Prince Luís, were shot in their open carriage in Lisbon by carbonaria (anarchist republicans). Although their two murderers were killed by guards on the spot, the official investigation of their murders was never completed. -
27 Socialist Party / Partido Socialista
(PS)Although the Socialist Party's origins can be traced back to the 1850s, its existence has not been continuous. The party did not achieve or maintain a large base of support until after the Revolution of 25 April 1974. Historically, it played only a minor political role when compared to other European socialist parties.During the Estado Novo, the PS found it difficult to maintain a clandestine existence, and the already weak party literally withered away. Different groups and associations endeavored to keep socialist ideals alive, but they failed to create an organizational structure that would endure. In 1964, Mário Soares, Francisco Ramos da Costa, and Manuel Tito de Morais established the Portuguese Socialist Action / Acção Socialista Português (ASP) in Geneva, a group of individuals with similar views rather than a true political party. Most members were middle-class professionals committed to democratizing the nation. The rigidity of the Portuguese Communist Party (PCP) led some to join the ASP.By the early 1970s, ASP nuclei existed beyond Portugal in Paris, London, Rome, Brussels, Frankfurt, Sweden, and Switzerland; these consisted of members studying, working, teaching, researching, or in other activities. Extensive connections were developed with other foreign socialist parties. Changing conditions in Portugal, as well as the colonial wars, led several ASP members to advocate the creation of a real political party, strengthening the organization within Portugal, and positioning this to compete for power once the regime changed.The current PS was founded clandestinely on 19 April 1973, by a group of 27 exiled Portuguese and domestic ASP representatives at the Kurt Schumacher Academy of the Friedrich Ebert Stiftung in Bad Munstereifel, West Germany. The founding philosophy was influenced by nondogmatic Marxism as militants sought to create a classless society. The rhetoric was to be revolutionary to outflank its competitors, especially the PCP, on its left. The party hoped to attract reform-minded Catholics and other groups that were committed to democracy but could not support the communists.At the time of the 1974 revolution, the PS was little more than an elite faction based mainly among exiles. It was weakly organized and had little grassroots support outside the major cities and larger towns. Its organization did not improve significantly until the campaign for the April 1975 constituent elections. Since then, the PS has become very pragmatic and moderate and has increasingly diluted its socialist program until it has become a center-left party. Among the party's most consistent principles in its platform since the late 1970s has been its support for Portugal's membership in the European Economic Community (EEC) and the European Union (EU), a view that clashed with those of its rivals to the left, especially the PCP. Given the PS's broad base of support, the increased distance between its leftist rhetoric and its more conservative actions has led to sharp internal divisions in the party. The PS and the Social Democratic Party (PSD) are now the two dominant parties in the Portuguese political party system.In doctrine and rhetoric the PS has undergone a de-Marxification and a movement toward the center as a means to challenge its principal rival for hegemony, the PSD. The uneven record of the PS in general elections since its victory in 1975, and sometimes its failure to keep strong legislative majorities, have discouraged voters. While the party lost the 1979 and 1980 general elections, it triumphed in the 1983 elections, when it won 36 percent of the vote, but it still did not gain an absolute majority in the Assembly of the Republic. The PSD led by Cavaco Silva dominated elections from 1985 to 1995, only to be defeated by the PS in the 1995 general elections. By 2000, the PS had conquered the commanding heights of the polity: President Jorge Sampaio had been reelected for a second term, PS prime minister António Guterres was entrenched, and the mayor of Lisbon was João Soares, son of the former socialist president, Mário Soares (1986-96).The ideological transformation of the PS occurred gradually after 1975, within the context of a strong PSD, an increasingly conservative electorate, and the de-Marxification of other European Socialist parties, including those in Germany and Scandinavia. While the PS paid less attention to the PCP on its left and more attention to the PSD, party leaders shed Marxist trappings. In the 1986 PS official program, for example, the text does not include the word Marxism.Despite the party's election victories in the mid- and late-1990s, the leadership discovered that their grasp of power and their hegemony in governance at various levels was threatened by various factors: President Jorge Sampaio's second term, the constitution mandated, had to be his last.Following the defeat of the PS by the PSD in the municipal elections of December 2001, Premier Antônio Guterres resigned his post, and President Sampaio dissolved parliament and called parliamentary elections for the spring. In the 17 March 2002 elections, following Guterres's resignation as party leader, the PS was defeated by the PSD by a vote of 40 percent to 38 percent. Among the factors that brought about the socialists' departure from office was the worsening post-September 11 economy and disarray within the PS leadership circles, as well as charges of corruption among PS office holders. It has 69 members, who are not elected but delegated by the 16 Land governments. The most important of the Bundesrat's duties concerns legislation: Federal laws that impinge upon the responsibilities of the Länder require its approval. The Bundesrat may also object to other laws, although the Bundestag can overrule the objection. As a result, Federal policy can be influenced by parties who are in opposition in the Bundestag if these parties hold a majority in most of the Land parliaments. In Austria the Bundesrat has 63 members. Apart from being able to introduce its own proposals for legislation, the Bundesrat has certain rights of veto and approval with regard to laws passed by the Nationalrat. In Switzerland, however, the Bundesrat is the executive body, i.e. the government. The Bundesversammlung appoints seven Bundesräte (ministers), who must come from different cantons, for a period of four years. Each of these ministers is then placed in charge of a Departement.
