Коммерческие банки в США, которые были созданы по разрешению органов управления штата, а не по разрешению федерального правительства (сравни: national banks (национальные банки)). Правила, регулирующие коммерческую деятельность таких банков, являются частью законодательства штата, поэтому в разных штатах существуют различия в банковской практике. Банки штатов не обязательно должны входить в Федеральную резервную систему (Federal Reserve System), тогда как для национальных банков это обязательное требование. Деятельность банков штатов регулируется Департамента-ми штатов по банкам и Федеральной корпорацией страхования депозитов (Federal Deposit Insurance Corporation (FDIC)). Даже в том случае, когда такие банки не присоединяются к Федеральной резервной системе, они обязаны придерживаться установленных ею правил, в частности требований по защите прав пользователей потребительским кредитом.
