Mit der Perestrojka bot sich das Institut des Präsidenten als eine zeitgemäße Alternative zum Amt des allmächtigen Generalsekretärs der KPdSU: Gorbatschow wurde der erste und der letzte frei gewählte Präsident der Sowjetunion. Jelzin, Präsident der 1991 neu gegründeten Russischen Föderation, sorgte angesichts „separatistischer Tendenzen“ von Seiten einzelner „Subjekte“ für die Stärkung seiner Vollmachten – trotzdem hat die Republik Tatarstan bald ihren eigenen Präsidenten gewählt. Heute betrachtet man den Präsidenten in Russland als den Hauptgaranten für die territoriale Integrität des Landes. Seine Wahl ist dabei nicht an das bestehende Parteisystem gekoppelt – die Russen wählen ihren Präsidenten für fünf Jahre in einer Direktwahl.* * *nauto. President -
