Установил кадровую политику при формировании дипломатической службы [Foreign Service], основанную на системе заслуг [ merit system], распространил на нее другие правила государственной гражданской службы [ civil service]. сокр FSIОсновное учебное заведение, готовящее дипломатов. Учрежден в 1924 по Закону о дипломатической службе [ Foreign Service Act]. Согласно этому закону, на учебу в институт может быть принят любой гражданин США. Учебная программа дает возможность выбора из более 450 курсов и 70 иностранных языков. Находится в г. Вашингтоне, в Национальном дипломатическом учебном центре имени Дж. Шульца [George P. Shultz National Foreign Affairs Training Center].
