(то же: учетный процент, дисконт) – процентная ставка, применяемая Центральным банком страны в операциях с коммерческими банками. Это один из инструментов регулирования объема денежной массы в обращении, темпов инфляции, состояния платежного баланса и валютного курса. Кредитование коммерческих банков Центральным банком осуществляется путем либо прямого кредитования, либо переучета коммерческих векселей. Понижение О.у.с. приводит к удешевлению кредитных ресурсов и, следовательно, к увеличению денежного предложения, расширению денежной массы. В свою очередь, это стимулирует экономический рост (следствие расширения инвестиций), но способствует инфляции. Напротив, повышение О.у.с. сжимает денежную массу, замедляет темп инфляции. Во внешнеэкономической сфере уровень О.у.с. играет важную роль в привлечении иностранных капиталов (инвестиций). Политика низкого процента («дешевых денег») может отрицательно повлиять на платежный баланс и валютный курс из-за оттока капиталов в страны с более высокими процентными ставками.
