В соответствии со сложившейся мировой практикой отчисления в местные и общегосударственные бюджеты производятся преимущественно с импортных товарных поступлений; выручка от реализации экспортной продукции, как правило, имеет льготы по налогу. Цель такой фискальной политики состоит в том, чтобы, во-первых, экономически стимулировать экспорт; во-вторых, создать с помощью налоговой системы одинаковые условия продажи внутри страны как отечественных, так и импортных товаров. Защита внутреннего рынка от иностранных конкурентов осуществляется с помощью таможенной пошлины (customs duties) и налога на импорт. При составлении платежного баланса (balance of payments) экспортные и импортные налоги, пошлины и сборы включаются в стоимость внешнеторговой операции независимо от того, предусмотрены они условиями контракта или нет.
