83 Chirac, Jacques
born 1932.(adj. Chiraquien)Former conservative (Gaullist) President of France, from 1995 to 2007. Chirac's reelection in 2002 was an unexpected twist of fortune, caused by the elimination of the front-runner, socialist Lionel Jospin, pipped into third place in the first round of the election by a surge in the vote for the far right wing leader of the French National Front, Jean Marie Le Pen.Facing Le Pen in the second round, Chirac was reelected with a massive majority in what was in essence a contest between the the extreme right and everyone else. Had the second round of the election been a classic left-right contest, Chirac's re-election would not have been guaranteed.Jacques Chirac was a highly ambitious career politician, who worked his way rapidly up the ranks of the Gaullist movement; yet his first steps in politics were actually as a militant for the Communist party, and as a student he sold the communist newspaper l'Humanité on the streets of Paris. After graduating from "Sciences Po", he changed tack, married into Parisian high society, studied at the elite ENA (Ecole Nationale d'Administration), and then began a career in politics, working for the office of the prime minister, Georges Pompidou. In 1976, he was appointed junior minister for employment in the third Pompidou government, and from then after he remained one of the most omnipresent of conservative politicians in France. From Gaullist, he became a supporter of Valéry Giscard d'Estaing during Giscard's 1974 bid for the presidency - against the Gaullist Chaban-Delmas - and was appointed Prime Minister when Giscard won. Two years later, he resigned, complaining that Giscard was cramping his style.This was the start of his rise to the top. No longer prime minister, in 1977 he set about building his own power base, or rather his own two power bases, firstly as leader of a new political party, the RPR, created out of the old Gaullist UDR, and secondly by becoming elected Mayor of Paris. In 1981, he challenged Giscard for the presidency, but came third in the first round of the election, which was won by François Mitterrand. By 1986 he was clear leader of the conservative opposition. When the conservatives won the general election of that year, he was appointed prime minister, ushering in the first period of cohabitation (see below) between a president and a government of different political persuasions.In 1988, he was again a candidate in the presidential election, and again lost; but with his power base in Paris and in the RPR, he then had seven years in which to prepare his third, and first successful, challenge for the presidency.He served two terms as president, the first of seven years, the second of five - though as already stated, his reelection in 2002 was more due to the failure of the Socialist campaign and the surprise presence of Le Pen in the second round, than in his own popularity. It is still rather early to judge the Chirac presidency in a historic perspective, but early appraisals suggest that it will not be remembered as a great period in French history. It was a time during which France dramatically failed to adapt to the changes in the modern world - the end of the Cold War and the challenge of globalisation - and failed to push through the social and economic reforms that were allowing other developed nations such as France, Germany or Spain, to find their place in the new world order.Dictionnaire Français-Anglais. 89 Empire, Portuguese overseas
(1415-1975)Portugal was the first Western European state to establish an early modern overseas empire beyond the Mediterranean and perhaps the last colonial power to decolonize. A vast subject of complexity that is full of myth as well as debatable theories, the history of the Portuguese overseas empire involves the story of more than one empire, the question of imperial motives, the nature of Portuguese rule, and the results and consequences of empire, including the impact on subject peoples as well as on the mother country and its society, Here, only the briefest account of a few such issues can be attempted.There were various empires or phases of empire after the capture of the Moroccan city of Ceuta in 1415. There were at least three Portuguese empires in history: the First empire (1415-1580), the Second empire (1580-1640 and 1640-1822), and the Third empire (1822-1975).With regard to the second empire, the so-called Phillipine period (1580-1640), when Portugal's empire was under Spanish domination, could almost be counted as a separate era. During that period, Portugal lost important parts of its Asian holdings to England and also sections of its colonies of Brazil, Angola, and West Africa to Holland's conquests. These various empires could be characterized by the geography of where Lisbon invested its greatest efforts and resources to develop territories and ward off enemies.The first empire (1415-1580) had two phases. First came the African coastal phase (1415-97), when the Portuguese sought a foothold in various Moroccan cities but then explored the African coast from Morocco to past the Cape of Good Hope in South Africa. While colonization and sugar farming were pursued in the Atlantic islands, as well as in the islands in the Gulf of Guinea like São Tomé and Príncipe, for the most part the Portuguese strategy was to avoid commitments to defending or peopling lands on the African continent. Rather, Lisbon sought a seaborne trade empire, in which the Portuguese could profit from exploiting trade and resources (such as gold) along the coasts and continue exploring southward to seek a sea route to Portuguese India. The second phase of the first empire (1498-1580) began with the discovery of the sea route to Asia, thanks to Vasco da Gama's first voyage in 1497-99, and the capture of strong points, ports, and trading posts in order to enforce a trade monopoly between Asia and Europe. This Asian phase produced the greatest revenues of empire Portugal had garnered, yet ended when Spain conquered Portugal and commanded her empire as of 1580.Portugal's second overseas empire began with Spanish domination and ran to 1822, when Brazil won her independence from Portugal. This phase was characterized largely by Brazilian dominance of imperial commitment, wealth in minerals and other raw materials from Brazil, and the loss of a significant portion of her African and Asian coastal empire to Holland and Great Britain. A sketch of Portugal's imperial losses either to native rebellions or to imperial rivals like Britain and Holland follows:• Morocco (North Africa) (sample only)Arzila—Taken in 1471; evacuated in 1550s; lost to Spain in 1580, which returned city to a sultan.Ceuta—Taken in 1415; lost to Spain in 1640 (loss confirmed in 1668 treaty with Spain).• Tangiers—Taken in 15th century; handed over to England in 1661 as part of Catherine of Braganza's dowry to King Charles II.• West Africa• Fort/Castle of São Jorge da Mina, Gold Coast (in what is now Ghana)—Taken in 1480s; lost to Holland in 1630s.• Middle EastSocotra-isle—Conquered in 1507; fort abandoned in 1511; used as water resupply stop for India fleet.Muscat—Conquered in 1501; lost to Persians in 1650.Ormuz—Taken, 1505-15 under Albuquerque; lost to England, which gave it to Persia in the 17th century.Aden (entry to Red Sea) — Unsuccessfully attacked by Portugal (1513-30); taken by Turks in 1538.• India• Ceylon (Sri Lanka)—Taken by 1516; lost to Dutch after 1600.• Bombay—Taken in 16th century; given to England in 1661 treaty as part of Catherine of Braganza's dowry for Charles II.• East Indies• Moluccas—Taken by 1520; possession confirmed in 1529 Saragossa treaty with Spain; lost to Dutch after 1600; only East Timor remaining.After the restoration of Portuguese independence from Spain in 1640, Portugal proceeded to revive and strengthen the Anglo- Portuguese Alliance, with international aid to fight off further Spanish threats to Portugal and drive the Dutch invaders out of Brazil and Angola. While Portugal lost its foothold in West Africa at Mina to the Dutch, dominion in Angola was consolidated. The most vital part of the imperial economy was a triangular trade: slaves from West Africa and from the coasts of Congo and Angola were shipped to plantations in Brazil; raw materials (sugar, tobacco, gold, diamonds, dyes) were sent to Lisbon; Lisbon shipped Brazil colonists and hardware. Part of Portugal's War of Restoration against Spain (1640-68) and its reclaiming of Brazil and Angola from Dutch intrusions was financed by the New Christians (Jews converted to Christianity after the 1496 Manueline order of expulsion of Jews) who lived in Portugal, Holland and other low countries, France, and Brazil. If the first empire was mainly an African coastal and Asian empire, the second empire was primarily a Brazilian empire.Portugal's third overseas empire began upon the traumatic independence of Brazil, the keystone of the Lusitanian enterprise, in 1822. The loss of Brazil greatly weakened Portugal both as a European power and as an imperial state, for the scattered remainder of largely coastal, poor, and uncolonized territories that stretched from the bulge of West Africa to East Timor in the East Indies and Macau in south China were more of a financial liability than an asset. Only two small territories balanced their budgets occasionally or made profits: the cocoa islands of São Tomé and Príncipe in the Gulf of Guinea and tiny Macau, which lost much of its advantage as an entrepot between the West and the East when the British annexed neighboring Hong Kong in 1842. The others were largely burdens on the treasury. The African colonies were strapped by a chronic economic problem: at a time when the slave trade and then slavery were being abolished under pressures from Britain and other Western powers, the economies of Guinea- Bissau, São Tomé/Príncipe, Angola, and Mozambique were totally dependent on revenues from the slave trade and slavery. During the course of the 19th century, Lisbon began a program to reform colonial administration in a newly rejuvenated African empire, where most of the imperial efforts were expended, by means of replacing the slave trade and slavery, with legitimate economic activities.Portugal participated in its own early version of the "Scramble" for Africa's interior during 1850-69, but discovered that the costs of imperial expansion were too high to allow effective occupation of the hinterlands. After 1875, Portugal participated in the international "Scramble for Africa" and consolidated its holdings in west and southern Africa, despite the failure of the contra-costa (to the opposite coast) plan, which sought to link up the interiors of Angola and Mozambique with a corridor in central Africa. Portugal's expansion into what is now Malawi, Zambia, and Zimbabwe (eastern section) in 1885-90 was thwarted by its oldest ally, Britain, under pressure from interest groups in South Africa, Scotland, and England. All things considered, Portugal's colonizing resources and energies were overwhelmed by the African empire it possessed after the frontier-marking treaties of 1891-1906. Lisbon could barely administer the massive area of five African colonies, whose total area comprised about 8 percent of the area of the colossal continent. The African territories alone were many times the size of tiny Portugal and, as of 1914, Portugal was the third colonial power in terms of size of area possessed in the world.The politics of Portugal's empire were deceptive. Lisbon remained obsessed with the fear that rival colonial powers, especially Germany and Britain, would undermine and then dismantle her African empire. This fear endured well into World War II. In developing and keeping her potentially rich African territories (especially mineral-rich Angola and strategically located Mozambique), however, the race against time was with herself and her subject peoples. Two major problems, both chronic, prevented Portugal from effective colonization (i.e., settling) and development of her African empire: the economic weakness and underdevelopment of the mother country and the fact that the bulk of Portuguese emigration after 1822 went to Brazil, Venezuela, the United States, and France, not to the colonies. These factors made it difficult to consolidate imperial control until it was too late; that is, until local African nationalist movements had organized and taken the field in insurgency wars that began in three of the colonies during the years 1961-64.Portugal's belated effort to revitalize control and to develop, in the truest sense of the word, Angola and Mozambique after 1961 had to be set against contemporary events in Europe, Africa, and Asia. While Portugal held on to a backward empire, other European countries like Britain, France, and Belgium were rapidly decolonizing their empires. Portugal's failure or unwillingness to divert the large streams of emigrants to her empire after 1850 remained a constant factor in this question. Prophetic were the words of the 19th-century economist Joaquim Oliveira Martins, who wrote in 1880 that Brazil was a better colony for Portugal than Africa and that the best colony of all would have been Portugal itself. As of the day of the Revolution of 25 April 1974, which sparked the final process of decolonization of the remainder of Portugal's third overseas empire, the results of the colonization program could be seen to be modest compared to the numbers of Portuguese emigrants outside the empire. Moreover, within a year, of some 600,000 Portuguese residing permanently in Angola and Mozambique, all but a few thousand had fled to South Africa or returned to Portugal.In 1974 and 1975, most of the Portuguese empire was decolonized or, in the case of East Timor, invaded and annexed by a foreign power before it could consolidate its independence. Only historic Macau, scheduled for transfer to the People's Republic of China in 1999, remained nominally under Portuguese control as a kind of footnote to imperial history. If Portugal now lacked a conventional overseas empire and was occupied with the challenges of integration in the European Union (EU), Lisbon retained another sort of informal dependency that was a new kind of empire: the empire of her scattered overseas Portuguese communities from North America to South America. SUBJECT AREA: Ports and shipping[br]b. 2 January 1864 Glasgow, Scotlandd. 27 September 1954 Wimbledon, London, England[br]Scottish shipowner and shipbuilder.[br]James Caird was educated at Glasgow Academy. While the connections are difficult to unravel, it is clear he was related to the Cairds of Greenock, whose shipyard on the Clyde built countless liners for the P \& O Company, and to the Caird family who were munificent benefactors of Dundee and the Church of Scotland.In 1878 Caird joined a firm of East India Merchants in Glasgow, but later went to London. In 1890 he entered the service of Turnbull, Martin \& Co., managers of the Scottish Shire Line of Steamers; he quickly rose to become Manager, and by 1903 he was the sole partner and owner. In this role his business skill became apparent, as he pioneered (along with the Houlder and Federal Lines) refrigerated shipping connections between the United Kingdom and Australia and New Zealand. In 1917 he sold his shipping interests to Messrs Cayzer Irvine, managers of the Clan Line.During the First World War, Caird set up a new shipyard on the River Wye at Chepstow in Wales. Registered in April 1916, the Standard Shipbuilding and Engineering Company took over an existing shipbuilder in an area not threatened by enemy attacks. The purpose of the yard was rapid building of standardized merchant ships during a period when heavy losses were being sustained because of German U-boat attacks. Caird was appointed Chairman, a post he held until the yard came under full government control later in the war. The shipyard did not meet the high expectations of the time, but it did pioneer standard shipbuilding which was later successful in the USA, the UK and Japan.Caird's greatest work may have been the service he gave to the councils which helped form the National Maritime Museum at Greenwich. He used all his endeavours to ensure the successful launch of the world's greatest maritime museum; he persuaded friends to donate, the Government to transfer artefacts and records, and he gave of his wealth to purchase works of art for the nation. 91 Cubitt, William
[br]b. 1785 Dilham, Norfolk, Englandd. 13 October 1861 Clapham Common, Surrey, England[br]English civil engineer and contractor.[br]The son of a miller, he received a rudimentary education in the village school. At an early age he was helping his father in the mill, and in 1800 he was apprenticed to a cabinet maker. After four years he returned to work with his father, but, preferring to leave the parental home, he not long afterwards joined a firm of agricultural-machinery makers in Swanton in Norfolk. There he acquired a reputation for making accurate patterns for the iron caster and demonstrated a talent for mechanical invention, patenting a self-regulating windmill sail in 1807. He then set up on his own as a millwright, but he found he could better himself by joining the engineering works of Ransomes of Ipswich in 1812. He was soon appointed their Chief Engineer, and after nine years he became a partner in the firm until he moved to London in 1826. Around 1818 he invented the treadmill, with the aim of putting prisoners to useful work in grinding corn and other applications. It was rapidly adopted by the principal prisons, more as a means of punishment than an instrument of useful work.From 1814 Cubitt had been gaining experience in civil engineering, and upon his removal to London his career in this field began to take off. He was engaged on many canal-building projects, including the Oxford and Liverpool Junction canals. He accomplished some notable dock works, such as the Bute docks at Cardiff, the Middlesborough docks and the coal drops on the river Tees. He improved navigation on the river Severn and compiled valuable reports on a number of other leading rivers.The railway construction boom of the 1840s provided him with fresh opportunities. He engineered the South Eastern Railway (SER) with its daringly constructed line below the cliffs between Folkestone and Dover; the railway was completed in 1843, using massive charges of explosive to blast a way through the cliffs. Cubitt was Consulting Engineer to the Great Northern Railway and tried, with less than his usual success, to get the atmospheric system to work on the Croydon Railway.When the SER began a steamer service between Folkestone and Boulogne, Cubitt was engaged to improve the port facilities there and went on to act as Consulting Engineer to the Boulogne and Amiens Railway. Other commissions on the European continent included surveying the line between Paris and Lyons, advising the Hanoverian government on the harbour and docks at Hamburg and directing the water-supply works for Berlin.Cubitt was actively involved in the erection of the Crystal Palace for the Great Exhibition of 1851; in recognition of this work Queen Victoria knighted him at Windsor Castle on 23 December 1851.Cubitt's son Joseph (1811–72) was also a notable civil engineer, with many railway and harbour works to his credit.[br]Principal Honours and DistinctionsKnighted 1851. 92 Kirkaldy, David
[br]b. 4 April 1820 Mayfield, Dundee, Scotlandd. 25 January 1897 London, England[br]Scottish engineer and pioneer in materials testing.[br]The son of a merchant of Dundee, Kirkaldy was educated there, then at Merchiston Castle School, Edinburgh, and at Edinburgh University. For a while he worked in his father's office, but with a preference for engineering, in 1843 he commenced an apprenticeship at the Glasgow works of Robert Napier. After four years in the shops he was transferred to the drawing office and in a very few years rose to become Chief. Here Kirkaldy demonstrated a remarkable talent both for the meticulous recording of observations and data and for technical drawing. His work also had an aesthetic appeal and four of his drawings of Napier steamships were shown at the Paris Exhibition of 1855, earning both Napier and Kirkaldy a medal. His "as fitted" set of drawings of the Cunard Liner Persia, which had been built in 1855, is now in the possession of the National Maritime Museum at Greenwich, London; it is regarded as one of the finest examples of its kind in the world, and has even been exhibited at the Royal Academy in London.With the impending order for the Royal Naval Ironclad Black Prince (sister ship to HMS Warrior, now preserved at Portsmouth) and for some high-pressure marine boilers and engines, there was need for a close scientific analysis of the physical properties of iron and steel. Kirkaldy, now designated Chief Draughtsman and Calculator, was placed in charge of this work, which included comparisons of puddled steel and wrought iron, using a simple lever-arm testing machine. The tests lasted some three years and resulted in Kirkaldy's most important publication, Experiments on Wrought Iron and Steel (1862, London), which gained him wide recognition for his careful and thorough work. Napier's did not encourage him to continue testing; but realizing the growing importance of materials testing, Kirkaldy resigned from the shipyard in 1861. For the next two and a half years Kirkaldy worked on the design of a massive testing machine that was manufactured in Leeds and installed in premises in London, at The Grove, Southwark.The works was open for trade in January 1866 and engineers soon began to bring him specimens for testing on the great machine: Joseph Cubitt (son of William Cubitt) brought him samples of the materials for the new Blackfriars Bridge, which was then under construction. Soon The Grove became too cramped and Kirkaldy moved to 99 Southwark Street, reopening in January 1874. In the years that followed, Kirkaldy gained a worldwide reputation for rigorous and meticulous testing and recording of results, coupled with the highest integrity. He numbered the most distinguished engineers of the time among his clients.After Kirkaldy's death, his son William George, whom he had taken into partnership, carried on the business. When the son died in 1914, his widow took charge until her death in 1938, when the grandson David became proprietor. He sold out to Treharne \& Davies, chemical consultants, in 1965, but the works finally closed in 1974. The future of the premises and the testing machine at first seemed threatened, but that has now been secured and the machine is once more in working order. SUBJECT AREA: Ports and shipping[br]b. 27 January 1883 Port Glasgow, Renfrewshire, Scotlandd. 23 February 1952 Langbank, Renfrewshire, Scotland[br]Scottish shipbuilder; creator of one of the twentieth century's leading industrial organizations.[br]Lithgow attended Glasgow Academy and then spent a year in Paris. In 1901 he commenced a shipyard apprenticeship with Russell \& Co., where his father, William Lithgow, was sole proprietor. For years Russell's had topped the Clyde tonnage output and more than once had been the world's leading yard. Along with his brother Henry, Lithgow in 1908 was appointed a director, and in a few years he was Chairman and the yard was renamed Lithgows Ltd. By the outbreak of the First World War the Lithgow brothers were recognized as good shipbuilders and astute businessmen. In 1914 he joined the Royal Artillery; he rose to the rank of major and served with distinction, but his skills in administration were recognized and he was recalled home to become Director of Merchant Shipbuilding when British shipping losses due to submarine attack became critical. This appointment set a pattern, with public duties becoming predominant and the day-to-day shipyard business being organized by his brother. During the interwar years, Lithgow served on many councils designed to generate work and expand British commercial interests. His public appointments were legion, but none was as controversial as his directorship of National Shipbuilders Security Ltd, formed to purchase and "sterilize" inefficient shipyards that were hindering recovery from the Depression. To this day opinions are divided on this issue, but it is beyond doubt that Lithgow believed in the task in hand and served unstintingly. During the Second World War he was Controller of Merchant Shipbuilding and Repairs and was one of the few civilians to be on the Board of Admiralty. On the cessation of hostilities, Lithgow devoted time to research boards and to the expansion of the Lithgow Group, which now included the massive Fairfield Shipyard as well as steel, marine engineering and other companies.Throughout his life Lithgow worked for the Territorial Army, but he was also a devoted member of the Church of Scotland. SUBJECT AREA: Ports and shipping[br]b. 22 April 1925 Auchtermuchty, Fife, Scotland[br]Scottish naval architect and leading twentieth-century exponent of advanced maritime technology.[br]After early education at Cupar in Fife, Meek commenced training as a naval architect, taking the then popular sandwich apprenticeship of alternate half years at the University of Glasgow (with a Caird Scholarship) and at a shipyard, in his case the Caledon of Dundee. On leaving Dundee he worked for five years with the British Ship Research Association before joining Alfred Holt \& Co., owners of the Blue Funnel Line. During his twenty-five years at Liverpool, he rose to Chief Naval Architect and Director and was responsible for bringing the cargo-liner concept to its ultimate in design. When the company had become Ocean Fleets, it joined with other British shipowners and looked to Meek for the first purpose-built containership fleet in the world. This required new ship designs, massive worldwide investment in port facilities and marketing to win public acceptance of freight containers, thereby revolutionizing dry-cargo shipping. Under the houseflag of OCL (now POCL), this pioneer service set the highest standards of service and safety and continues to operate on almost every ocean.In 1979 Meek returned to the shipbuilding industry when he became Head of Technology at British Shipbuilders. Closely involved in contemporary problems of fuel economy and reduced staffing, he held the post for five years before his appointment as Managing Director of the National Maritime Institute. He was deeply involved in the merger with the British Ship Research Association to form British Maritime Technology (BMT), an organization of which he became Deputy Chairman.Marshall Meek has held many public offices, and is one of the few to have been President of two of the United Kingdom's maritime institutions. He has contributed over forty papers to learned societies, has acted as Visiting Professor to Strathclyde University and University College London, and serves on advisory committees to the Ministry of Defence, the Department of Transport and Lloyd's Register of Shipping. SUBJECT AREA: Architecture and building[br]b. 8 June 1869 Richland Center, Wisconsin, USAd. 9 April 1959 Phoenix, Arizona, USA[br]American architect who, in an unparalleled career spanning almost seventy years, became the most important figure on the modern architectural scene both in his own country and far further afield.[br]Wright began his career in 1887 working in the Chicago offices of Adler \& Sullivan. He conceived a great admiration for Sullivan, who was then concentrating upon large commercial projects in modern mode, producing functional yet decorative buildings which took all possible advantage of new structural methods. Wright was responsible for many of the domestic commissions.In 1893 Wright left the firm in order to set up practice on his own, thus initiating a career which was to develop into three distinct phases. In the first of these, up until the First World War, he was chiefly designing houses in a concept in which he envisaged "the house as a shelter". These buildings displayed his deeply held opinion that detached houses in country areas should be designed as an integral part of the landscape, a view later to be evidenced strongly in the work of modern Finnish architects. Wright's designs were called "prairie houses" because so many of them were built in the MidWest of America, which Wright described as a "prairie". These were low and spreading, with gently sloping rooflines, very plain and clean lined, built of traditional materials in warm rural colours, blending softly into their settings. Typical was W.W.Willit's house of 1902 in Highland Park, Illinois.In the second phase of his career Wright began to build more extensively in modern materials, utilizing advanced means of construction. A notable example was his remarkable Imperial Hotel in Tokyo, carefully designed and built in 1916–22 (now demolished), with special foundations and structure to withstand (successfully) strong earthquake tremors. He also became interested in the possibilities of reinforced concrete; in 1906 he built his church at Oak Park, Illinois, entirely of this material. In the 1920s, in California, he abandoned his use of traditional materials for house building in favour of precast concrete blocks, which were intended to provide an "organic" continuity between structure and decorative surfacing. In his continued exploration of the possibilities of concrete as a building material, he created the dramatic concept of'Falling Water', a house built in 1935–7 at Bear Run in Pennsylvania in which he projected massive reinforced-concrete terraces cantilevered from a cliff over a waterfall in the woodlands. In the later 1930s an extraordinary run of original concepts came from Wright, then nearing 70 years of age, ranging from his own winter residence and studio, Taliesin West in Arizona, to the administration block for Johnson Wax (1936–9) in Racine, Wisconsin, where the main interior ceiling was supported by Minoan-style, inversely tapered concrete columns rising to spreading circular capitals which contained lighting tubes of Pyrex glass.Frank Lloyd Wright continued to work until four days before his death at the age of 91. One of his most important and certainly controversial commissions was the Solomon R.Guggenheim Museum in New York. This had been proposed in 1943 but was not finally built until 1956–9; in this striking design the museum's exhibition areas are ranged along a gradually mounting spiral ramp lit effectively from above. SUBJECT AREA: Agricultural and food technology[br]b. 1562 Chinad. 1633 China[br]Chinese writer and reporter on agricultural practice.[br]Living during the troubled Ming Dynasty, Xu Guangqi combined his energy and interest in scientific improvement to develop and strengthen the State: his interest in military technology was used in the formation of the defence of the State, whilst his interest in irrigation and crop husbandry was put to use in programmes of famine relief. He was a friend and protector of the Jesuit community in China, and between 1607 and 1610, when he was forced to absent himself from the political scene, he devoted his time to the study of the irrigation systems practised by the Jesuits, and also the cultivation of new crops.Stimulated by these studies he continued to collect information on agricultural technology even after he returned to political life. In addition he prepared a number of draft texts of an agricultural treatise, which he intended to provide a practical guide to agricultural practice, but which would also give an indication of the solutions to China's economic problems at the time. Despite the fact that he had amassed a huge amount of material, it was left to the Chinese scholar Chen Ziling (Chhen Tzu-Ling) to edit the draft, which was finally published six years after the death of Xu Guangqi in 1633.The treatise, called the Nong Zbeng Quan Shu (Wade-Giles transliteration: Nung Cheng Chhuan Shu), is a massive work quoting from some 299 sources, sometimes verbatim. In addition to parts dealing with husbandry, there are also large sections devoted to rural administration and to the development of rural light industry, as well as to the introduction of cash crops such as cotton.
