Один из инструментов государственной экономической политики, предназначенных для стимулирования инновационных процессов и развития инфраструктуры с использованием механизмов государственно-частного партнерства. Как объявляет Министерство экономического развития РФ (на официальном сайте), их основная цель — преодоление так называемых «провалов рынка» для решения задач, которые не могут быть оптимально реализованы рыночными механизмами, для обеспечения устойчивого экономического роста и диверсификации экономики. Институты развития выступают катализаторами частных инвестиций в приоритетных (с точки зрения государства) секторах и отраслях экономики. Они создают условия для формирования инфраструктуры, обеспечивающей доступ предприятиям, функционирующим в приоритетных сферах экономики, к необходимым финансовым и информационным ресурсам. В настоящее время в стране к институтам развития относят, например, следующие организации: Внешэкономбанк, Инвестиционный фонд Российской Федерации; «Российская венчурная компания»; «Российская корпорация нанотехнологий»; «Агентство по ипотечному жилищному кредитованию»; «Российский фонд информационно-коммуникационных технологий», Лизинговая компания и ряд других. Они помогают финансированию бизнес-проектов, оказывают инфраструктурную поддержку, а также применяют софинансирование НИОКР. Кроме того, в различных субъектах Российской Федерации создано более 200 подобных организаций.
