Является основным средством осуществления денежно-кредитной/монетарной политики (Monetary policy) в промышленно развитых странах. Покупая (или продавая) дополнительное количество облигаций, правительство должно повысить (или понизить) цены на них и соответственно понизить (или повысить) процентные ставки. Согласно кейнсианской теории, более низкие процентные ставки будут стимулировать капиталовложения и, таким образом, поведут к расширению производства в стране. Однако сегодня многие экономисты считают, что это может повести только к росту уровня цен, т.е. к стимулированию инфляции (inflation).
