истБыло создано по требованию республиканцев [ Republican] в марте 1865 при Военном департаменте [ War Department] и ведало в период Реконструкции [ Reconstruction] всеми вопросами, касавшимися улучшения социально-экономического положения освобожденных рабов. Возглавлял Бюро генерал О. Хауард [ Howard, Oliver Otis]. Несмотря на нехватку средств и работников, Бюро удалось построить много больниц, более 1 тыс. школ и колледжей [ black college]; филиалы Бюро действовали во всех южных штатах. Из-за сопротивления судов и Конгресса успехи Бюро в области предоставления гражданских прав неграм оказались невелики. Демократы обвиняли Бюро в поддержке Республиканской партии и растрате средств.
