Система сертификации зоны проведения соревнований техническими делегатами либо иными экспертами, утвержденными МСФ, в соответствии с правилами МСФ. Сертификация зоны проведения соревнований производится раз в несколько лет (срок действия сертификата зависит от конкретного вида спорта), чтобы подтвердить соответствие ее параметров условиям проведения соревнований высокого уровня.

Данный уровень обслуживания предоставляется 80-85% клиентов Игр. Услуги третьего уровня должны быть хорошо налаженными, четкими и эффективными. Третий уровень упрощения формальностей применяется для следующих клиентов Игр:
• персонала и делегаций НОК/НПК;
• членов правления, персонала, технических делегатов и официальных представителей МСФ/МПСФ;
• представителей средств массовой информации;
• членов комиссии МОК, персонала, советников, консультантов и т.д.
