Глаголы конструировать и construe не совпадают по значению. Construe означает 'толковать, истолковывать': his remarks were wrongfully construed. Construe также имеет значение 'делать синтаксический разбор предложения, толковать' (при этом часто с переводом, если речь идет о чужом языке) и 'подвергаться (поддаваться) синтаксическому разбору' (о предложении): the student construed a long sentence; this sentence doesn't construe. Глагол конструировать эквивалентен английским design и construct.
