System af 12 selvstændige regionale Federal Home Loan Banks under ledelse af et fælles Styrelsesråd med sæde i Washington samt the office of finance og et tilsyn.
    Medlemmerne består af commercial banks, sparekasser, kreditforeninger og forsikringsselskaber.
