    An Army officer serving at the Battle of the Boyne in 1690 and later in the Low Countries, Steers thus gained experience in water control and development, canals and drainage. After his return to England he was associated with George Sorocold in the construction of Howland Great Dock, Rotherhithe, London, opened in 1699 and the first wet dock built in England. He was again associated with Sorocold in planning the first of Liverpool's wet docks and subsequently was responsible for its construction. On its completion, he became Dockmaster in 1717.
    In 1712 he surveyed the River Douglas for navigation, and received authorization to make it navigable from the Ribble estuary to Wigan in 1720. Although work was started by Steers, the undertaking was hit by the collapse of the South Sea Bubble and Steers was no longer associated with it when it was restarted in 1738. In 1721 he proposed making the Mersey and Irwell navigable.
    In 1736 he surveyed and engineered the first summit-level canal in the British Isles, between Portadown and Newry in Ulster, thus providing through-water communication between Lough Neagh and the Irish Sea. The canal was completed in 1741. He also carried out a survey of the river Boyne. Also in 1736, he surveyed the Worsley Brook in South Lancashire to provide navigation from Worsley to the Mersey. This was done on behalf of Scroop, 1st Duke of Bridgewater; an Act was obtained in 1737, but no work was started on the scheme at that time. It was left to Francis Egerton, the 3rd Duke, to initiate the Bridgewater Canal to provide water transport for coal from the Worsley pits direct to Manchester. In 1739 Steers was elected Mayor of Liverpool. The following year, jointly with John Eyes of Liverpool, he surveyed a possible navigation along the Calder from its junction with the Aire \& Calder at Wakefield to the Hebble and so through to Halifax, but, owing to opposition at the time, the construction of the Calder \& Hebble Navigation had to wait until after Steers's death. In the opinion of Professor A.W. Skempton, Steers was the most distinguished civil engineer before Smeaton's time.

    Williams was articled by his father, Owen Williams of Treffos in Anglesey, to the prominent Flintshire lawyer John Lloyd, whose daughter Catherine he is believed to have married. By 1769 Williams, lessee of the mansion and estate of Llanidan, was an able lawyer with excellent connections in Anglesey. His life changed dramatically when he agreed to act on behalf of the Lewis and Hughes families of Llysdulas, who had begun a lawsuit against Sir Nicholas Bayly of Plas Newydd concerning the ownership and mineral rights of copper mines on the western side of Parys mountain. During a prolonged period of litigation, Williams managed these mines for Margaret Lewis on behalf of Edward Hughes, who was established after a judgement in Chancery in 1776 as one of two legal proprietors, the other being Nicholas Bayly. The latter then decided to lease his portion to the London banker John Dawes, who in 1778 joined Hughes and Thomas Williams when they founded the Parys Mine Company.
    As the active partner in this enterprise, Williams began to establish his own smelting and fabricating works in South Wales, Lancashire and Flintshire, where coal was cheap. He soon broke the power of Associated Smelters, a combine holding the Anglesey mine owners to ransom. The low production cost of Anglesey ore gave him a great advantage over the Cornish mines and he secured very profitable contracts for the copper sheathing of naval and other vessels. After several British and French copper-bottomed ships were lost because of corrosion failure of the iron nails and bolts used to secure the sheathing, Williams introduced a process for manufacturing heavily work-hardened copper bolts and spikes which could be substituted directly for iron fixings, avoiding the corrosion difficulty. His new product was adopted by the Admiralty in 1784 and was soon used extensively in British and European dockyards.
    In 1785 Williams entered into partnership with Lord Uxbridge, son and heir of Nicholas Bayly, to run the Mona Mine Company at the Eastern end of Parys Mountain. This move ended much enmity and litigation and put Williams in effective control of all Anglesey copper. In the same year, Williams, with Matthew Boulton and John Wilkinson, persuaded the Cornish miners to establish a trade cooperative, the Cornish Metal Company, to market their ores. When this began to fall in 1787, Williams took over its administration, assets and stocks and until 1792 controlled the output and sale of all British copper. He became known as the "Copper King" and the output of his many producers was sold by the Copper Offices he established in London, Liverpool and Birmingham. In 1790 he became Member of Parliament for the borough of Great Marlow, and in 1792 he and Edward Hughes established the Chester and North Wales Bank, which in 1900 was absorbed by the Lloyds group.
    After 1792 the output of the Anglesey mines started to decline and Williams began to buy copper from all available sources. The price of copper rose and he was accused of abusing his monopoly. By this time, however, his health had begun to deteriorate and he retreated to Bath.

    From 1844 until 1962, the Clyde shipyard of William Denny and Brothers, Dumbarton, produced over 1,500 ships, trained innumerable students of all nationalities in shipbuilding and marine engineering, and for the seventy-plus years of their existence were accepted worldwide as the leaders in the application of science to ship design and construction. Until the closure of the yard members of the Denny family were among the partners and later directors of the firm: they included men as distinguished as Dr Peter Denny (1821(?)–95), Sir Archibald Denny (1860–1936) and Sir Maurice Denny (1886– 1955), the main collaborator in the design of the Denny-Brown ship stabilizer.
    One of the most influential of this shipbuilding family was William Denny, now referred to as William 3! His early education was at Dumbarton, then on Jersey and finally at the Royal High School, Edinburgh, before he commenced an apprenticeship at his father's shipyard. From the outset he not only showed great aptitude for learning and hard work but also displayed an ability to create good relationships with all he came into contact with. At the early age of 21 he was admitted a partner of the shipbuilding business of William Denny and Brothers, and some years later also of the associated engineering firm of Denny \& Co. His deep-felt interest in what is now known as industrial relations led him in 1871 to set up a piecework system of payment in the shipyard. In this he was helped by the Yard Manager, Richard Ramage, who later was to found the Leith shipyard, which produced the world's most elegant steam yachts. This research was published later as a pamphlet called The Worth of Wages, an unusual and forward-looking action for the 1860s, when Denny maintained that an absentee employer should earn as much contempt and disapproval as an absentee landlord! In 1880 he initiated an awards scheme for all company employees, with grants and awards for inventions and production improvements. William Denny was not slow to impose new methods and to research naval architecture, a special interest being progressive ship trials with a view to predicting effective horsepower. In time this led to his proposal to the partners to build a ship model testing tank beside the Dumbarton shipyard; this scheme was completed in 1883 and was to the third in the world (after the Admiralty tank at Torquay, managed by William Froude and the Royal Netherlands Navy facility at Amsterdam, under B.J. Tideman. In 1876 the Denny Shipyard started work with mild-quality shipbuilding steel on hulls for the Irrawaddy Flotilla Company, and in 1879 the world's first two ships of any size using this weight-saving material were produced: they were the Rotomahana for the Union Steamship Company of New Zealand and the Buenos Ayrean for the Allan Line of Glasgow. On the naval-architecture side he was involved in Denny's proposals for standard cross curves of stability for all ships, which had far-reaching effects and are now accepted worldwide. He served on the committee working on improvements to the Load Line regulations and many other similar public bodies. After a severe bout of typhoid and an almost unacceptable burden of work, he left the United Kingdom for South America in June 1886 to attend to business with La Platense Flotilla Company, an associate company of William Denny and Brothers. In March the following year, while in Buenos Aires, he died by his own hand, a death that caused great and genuine sadness in the West of Scotland and elsewhere.
