    В целях упрощения таможенных процедур в международных автомобильных сообщениях европейских стран в 1959 году была заключена Таможенная конвенция о международной перевозке грузов с применением карнета TIR. В 1975 году была принята ее новая редакция.
    Грузы, перевозимые с соблюдением процедуры TIR, встречают на своем пути меньше преград при прохождении таможенных пунктов и пользуются определенным преимуществом и льготами по сравнению с перевозками без ее применения, например: в промежуточных таможнях не взимаются сборы за оформление карнетов TIR. Грузы, перевозимые с соблюдением процедуры TIR,
    * освобождаются от уплаты или депозита ввозных или вывозных пошлин и сборов в промежуточных таможнях,
    * в запломбированных дорожных транспортных средствах, запломбированных составах транспортных средств или запломбированных контейнерах, как правило, не подлежат таможенному досмотру в промежуточных таможнях и др.
    Право осуществлять перевозку с соблюдением процедуры TIR имеет держатель карнета TIR, который выдается ассоциацией международного автомобильного транспорта (AITA).
    Карнет TIR заполняется в соответствии с правилами, изложенными в Приложении 1 к Положению о порядке применения Таможенной конвенции о международной перевозке грузов с применением карнета TIR.

    Грузы, перевозимые с соблюдением процедуры TIR, встречают на своем пути меньше преград при прохождении таможенных пунктов и пользуются определенным преимуществом и льготами по сравнению с перевозками без ее применения, например: в промежуточных таможнях не взимаются сборы за оформление карнетов TIR. Грузы, перевозимые с соблюдением процедуры TIR,
    * освобождаются от уплаты или депозита ввозных или вывозных пошлин и сборов в промежуточных таможнях,
    * в запломбированных дорожных транспортных средствах, запломбированных составах транспортных средств или запломбированных контейнерах, как правило, не подлежат таможенному досмотру в промежуточных таможнях и др.
    Право осуществлять перевозку с соблюдением процедуры TIR имеет держатель карнета TIR, который выдается ассоциацией международного автомобильного транспорта (AITA).
    Карнет TIR заполняется в соответствии с правилами, изложенными в Приложении 1 к Положению о порядке применения Таможенной конвенции о международной перевозке грузов с применением карнета TIR.
