Britanico, durante la Segunda Guerra Mundial trabaja a las ordenes del novelista Eric Ambler en la Unidad Cinematografica del Ejercito. Fue precisamente Ambler quien propicio la realizacion del primer filme profesional de Baker, The October Man, en 1947. Durante los primeros anos 50 lo encontramos en Estados Unidos, con la Fox, donde dirige a Mari lyn Monroe en Niebla en el alma (Don’t Bother to Knock, 1952). De regreso a Gran Bretana, realiza la esplendida La ultima noche del Titanic (A Night to Remember, 1958), antes de especializarse en el cine de terror, de la mano de la Hammer y, en cierta medida, de la Amicus.
