Политика государства, обращенная к экономической системе: определение целей и перспектив ее развития, выбор и создание средств достижения целей. Строго говоря, это не вполне точное определение. Экономическую политику нельзя ставить в один ряд с другими направлениями: социальной политикой, военной политикой, внешней политикой, культурной политикой и т.п. Экономика пронизывает все поры общества и его жизни, поэтому экономическая политика неразрывно связана со всеми перечисленными направлениями. Может быть, правильнее говорить о социально-экономической политике государстве в самом широком смысле этого термина. Е.Т.Гайдар писал: «Не ставя целью давать какую-либо оценку возможной экономической политике, опишем основные черты трех ее типов. Так, популистская политика направлена на увеличение государственных обязательств при игнорировании финансовых и денежных ограничений, то есть на наращивание государственной нагрузки с ее финансированием за счет инфляционных доходов. Социалистическая политика предполагает рост государственных обязательств, базирующийся на соответствующем росте реальной налоговой нагрузки. Либеральная политика характеризуется снижением уровня государственных обязательств в экономике… Приходящие к власти правительства могут колебаться между социалистической и либеральной риторикой, однако жизнь заставляет в среднесрочной и долгосрочной перспективе двигаться именно в сторону либерализации. Налицо радикальное изменение идеологического тренда – от доминирования социалистической и социал-демократической идеологии в 20–70-х годах к неолиберализму начала 80-х годов, который, видимо, еще долго не сойдет с политической арены. Подчеркнем, такой тренд не носит конъюнктурного характера, он непосредственно связан с логикой индустриального перехода и выходом на новые верхние границы налогообложения.»[1] Правда, в период последнего глобального экономического кризиса 2008–2010 гг., охватившего большинство стран планеты, стали раздаваться призывы к повышению роли государства в экономике, к усилению государственного регулирования финансовых рынков и организаций. В такой цитадели экономического либерализма, как США, с подобными идеями выступил ряд крупных экономистов – например, лауреаты Нобелевской премии Стиглиц и Фелпс. Однако вряд ли эти предложения актуальны для России. Ведь главный вопрос – с какого уровня «повышать роль государства». В России он и без того намного выше, чем в США и европейских странах.
