Государственный долг
Долговые обязательства государства перед отечественными и зарубежными кредиторами. Государственный долг образуется в результате того, что государство заимствует средства для финансирования бюджетных расходов, связанных, например, с проведением масштабной фискальной политики, или непредвиденных расходов, таких как военные действия. Чрезмерное увеличение государственного долга, особенно внешнего, и отсутствие возможностей его обслуживания могут создавать серьезную угрозу экономической безопасности страны. Государственный долг Великобритании состоит из ряда долговых инструментов: краткосрочных казначейских векселей (так называемый «плавающий долг» (floating debt)), долгосрочных облигаций, а также национальных сберегательных сертификатов. Проценты по долговым обязательствам выплачиваются из текущих бюджетных поступлений. Государственный долг обычно определяется в процентах к валовому внутреннему продукту. В 2001 г. государственный долг Великобритании, например, составлял примерно 30% от ВВП, Германии - немногим более 40%, Бельгии и Италии - около 100%. См. Целью этой функциональной деятельности является взаимодействие ОКОИ с органами государственной власти и правительством. Налаженные отношения с госструктурами необходимы для обеспечения общественной поддержки Игр на местном и национальном уровне, а также для укрепления позиций ОКОИ на переговорах правительственными учреждениями о предоставлении средств и услуг, необходимых для организации и проведения Игр. ОКОИ может учредить функциональное подразделение, занимающееся взаимодействием с госструктурами.
