SUBJECT AREA: Agricultural and food technology[br]b. 9 March 1762 Farnham, Surrey, Englandd. 17 June 1835 Guildford, Surrey, England[br]English political writer and activist; writer on rural affairs, with a particular concern for the conditions of the agricultural worker; a keen experimental farmer who claimed responsibility for the import of Indian maize to Britain.[br]The son of a smallholder farmer and self-taught surveyor, William Cobbett was brought up to farm work from an early age. In 1783 he took employment as an attorney's clerk in London, but not finding this to his liking he travelled to Chatham with the intention of joining the Navy. A mistake in "taking the King's shilling" found him in an infantry regiment. After a year's training he was sent out to Nova Scotia and quickly gained the rank of sergeant major. On leaving the Army he brought corruption charges against three officers in his regiment, but did not press with the prosecution. England was not to his taste, and he returned to North America with his wife.In America Cobbett taught English to the growing French community displaced by the French Revolution. He found American criticism of Britain ill-balanced and in 1796 began to publish a daily newspaper under the title Porcupine's Gazetteer, in which he wrote editorials in defence of Britain. His writings won him little support from the Americans. However, on returning to London in 1800 he was offered, but turned down, the management of a Government newspaper. Instead he began to produce a daily paper called the Porcupine, which was superseded in 1802 by Cobbett's Political Register, this publication continued on a weekly basis until after his death. In 1803 he also began the Parliamentary Debates, which later merged into Hansard, the official report of parliamentary proceedings.In 1805 Cobbett took a house and 300-acre (120-hectare) farm in Hampshire, from which he continued to write, but at the same time followed the pursuits he most enjoyed. In 1809 his criticism of the punishment given to mutineers in the militia at Ely resulted in his own imprisonment. On his release in 1812 he decided that the only way to remain an independent publisher was to move back to the USA. He bought a farm at Hampstead, Long Island, New York, and published A Year's Residence in America, which contains, amongst other things, an interesting account of a farmer's year.Returning to Britain in the easier political climate of the 1820s, Cobbett bought a small seed farm in Kensington, then outside London. From there he made a number of journeys around the country, publishing accounts of them in his famous Rural Rides. His experiments and advice on the sowing and cultivation of crops, particularly turnips and swedes, and on forestry, were an important mechanism for the spread of ideas within the UK. He also claimed that he was the first to introduce the acacia and Indian maize to Britain. Much of his writing expresses a concern for the rural poor and he was firmly convinced that only parliamentary reform would achieve the changes needed. His political work and writing led to his election as Member of Parlaiment for Oldham in the 1835 election, which followed the Reform Act of 1832. However, by this time his energy was failing rapidly and he died peacefully at Normandy Farm, near Guildford, at the age of 73.[br]BibliographyCobbett's Observations on Priestley's Emigration, published in 1794, was the first of his pro-British tracts written in America. On the basis of his stay in that country he wrote A Year's Residence in America. His books on agricultural practice included Woodlands (1825) and Treatise on Cobbett's Corn (1828). SUBJECT AREA: Weapons and armour[br]b. 20 May 1772 London, Englandd. 16 May 1828 Toulouse, France[br]English developer of military rockets.[br]He was the eldest son of Lieutenant-General Sir William Congreve, Colonel Commandant of the Royal Artillery, Superintendent of Military Machines and Superintendent Comptroller of the Royal Laboratory at Woolwich, and the daughter of a naval officer. Congreve passed through the Naval Academy at Woolwich and in 1791 was attached to the Royal Laboratory (formerly known as the Woolwich Arsenal), of which his father was then in command. In the 1790s, an Indian prince, Hyder Ali, had had some success against British troops with solid-fuelled rockets, and young Congreve set himself to develop the idea. By about 1806 he had made some 13,000 rockets, each with a range of about 2 km (1¼ miles). The War Office approved their use, and they were first tested in action at sea during the sieges of Boulogne and Copenhagen in 1806 and 1807 respectively. Congreve was commissioned to raise two companies of rocket artillery; in 1813 he commanded one of his rocket companies at the Battle of Leipzig, where although the rockets did little damage to the enemy, the noise and glare of the explosions had a considerable effect in frightening the French and caused great confusion; for this, the Tsar of Russia awarded Congreve a knighthood. The rockets were similarly effective in other battles, including the British attack on Fort McHenry, near Baltimore, in 1814; it is said that this was the inspiration for the lines "the rocket's red glare, the bombs bursting in air" in Francis Scott Key's poem The Star Spangled Banner, which became the United States' national anthem.Congreve's father died in 1814, and he succeeded him in the baronetcy and as Comptroller of the Royal Laboratory and Superintendent of Military Machines, holding this post until his death. [br]b. 22 March 1840 Cincinnati, Ohio, USAd. 18 July 1926[br]American mechanical engineer, pioneer in experiments with magnetic recording.[br]Of English descent, Smith embarked on an education in mechanical engineering, graduating from West Jersey Academy, Bridgeton, New Jersey, in 1859. In 1863 he established a machine shop in Bridgeton, New Jersey, that became the Ferracute Machine Company in 1877, eventually specializing in the manufacture of presses for metalworking. He seems to have subscribed to design principles considered modern even in the 1990s, "always giving attention to the development of artistic form in combination with simplicity, and with massive strength where required" (bibliographic reference below). He was successful in his business, and developed and patented a large number of mechanical constructions.Inspired by the advent of the phonograph of Edison, in 1878 Smith obtained the tin-foil mechanical phonograph, analysed its shortcomings and performed some experiments in magnetic recording. He filed a caveat in the US Patent Office in order to be protected while he "reduced the invention to practice". However, he did not follow this trail. When there was renewed interest in practical sound recording and reproduction in 1888 (the constructions of Berliner and Bell \& Tainter), Smith published an account of his experiments in the journal Electrical World. In a corrective letter three weeks later it is clear that he was aware of the physical requirements for the interaction between magnetic coil and magnetic medium, but his publications also indicate that he did not as such obtain reproduction of recorded sound.Smith did not try to develop magnetic recording, but he felt it imperative that he be given credit for conceiving the idea of it. [br]b. 13 May 1737 Cefn Coch, Anglesey, Walesd. 29 November 1802 Bath, England[br]Welsh lawyer, mine-owner and industrialist.[br]Williams was articled by his father, Owen Williams of Treffos in Anglesey, to the prominent Flintshire lawyer John Lloyd, whose daughter Catherine he is believed to have married. By 1769 Williams, lessee of the mansion and estate of Llanidan, was an able lawyer with excellent connections in Anglesey. His life changed dramatically when he agreed to act on behalf of the Lewis and Hughes families of Llysdulas, who had begun a lawsuit against Sir Nicholas Bayly of Plas Newydd concerning the ownership and mineral rights of copper mines on the western side of Parys mountain. During a prolonged period of litigation, Williams managed these mines for Margaret Lewis on behalf of Edward Hughes, who was established after a judgement in Chancery in 1776 as one of two legal proprietors, the other being Nicholas Bayly. The latter then decided to lease his portion to the London banker John Dawes, who in 1778 joined Hughes and Thomas Williams when they founded the Parys Mine Company.As the active partner in this enterprise, Williams began to establish his own smelting and fabricating works in South Wales, Lancashire and Flintshire, where coal was cheap. He soon broke the power of Associated Smelters, a combine holding the Anglesey mine owners to ransom. The low production cost of Anglesey ore gave him a great advantage over the Cornish mines and he secured very profitable contracts for the copper sheathing of naval and other vessels. After several British and French copper-bottomed ships were lost because of corrosion failure of the iron nails and bolts used to secure the sheathing, Williams introduced a process for manufacturing heavily work-hardened copper bolts and spikes which could be substituted directly for iron fixings, avoiding the corrosion difficulty. His new product was adopted by the Admiralty in 1784 and was soon used extensively in British and European dockyards.In 1785 Williams entered into partnership with Lord Uxbridge, son and heir of Nicholas Bayly, to run the Mona Mine Company at the Eastern end of Parys Mountain. This move ended much enmity and litigation and put Williams in effective control of all Anglesey copper. In the same year, Williams, with Matthew Boulton and John Wilkinson, persuaded the Cornish miners to establish a trade cooperative, the Cornish Metal Company, to market their ores. When this began to fall in 1787, Williams took over its administration, assets and stocks and until 1792 controlled the output and sale of all British copper. He became known as the "Copper King" and the output of his many producers was sold by the Copper Offices he established in London, Liverpool and Birmingham. In 1790 he became Member of Parliament for the borough of Great Marlow, and in 1792 he and Edward Hughes established the Chester and North Wales Bank, which in 1900 was absorbed by the Lloyds group.After 1792 the output of the Anglesey mines started to decline and Williams began to buy copper from all available sources. The price of copper rose and he was accused of abusing his monopoly.
