Souvent appelée Bibliothèque du Congrès dans le monde francophone, la Library of Congress (LoC) est fondée en 1800 en tant que bibliothèque du Congrès américain, pour fournir la documentation juridique nécessaire aux membres du Congrès. En deux siècles, elle devient la plus grande bibliothèque mondiale. Située à Washington D.C., sur le Capitol Hill, elle comprend 21 salles de lecture. Jouant le rôle de bibliothèque nationale aux Etats-Unis, elle est riche de 130 millions de documents dans de nombreuses langues et sur tous les supports possibles, dont 29 millions d’imprimés, 58 millions de manuscrits, 2,7 millions d’enregistrements sonores, 12 millions de photographies et 4,8 millions de cartes (chiffres de 2006). Outre le fait de renseigner le public sur les collections, le catalogue en ligne constitue une base bibliographique inappréciable utilisée dans le monde entier. La création de la bibliothèque numérique date de 1994. Les documents numériques représentent 10 téraoctets (To) de données en 2006. En novembre 2005, la Library of Congress lance un projet de bibliothèque numérique mondiale sous le nom de World Digital Library (WDL). La WDL rassemblerait les collections de nombreuses institutions dans le monde. -
