Fondé en janvier 2000, l’OeBF (Open eBook Forum) est un consortium industriel international regroupant constructeurs, concepteurs de logiciels, éditeurs, libraires et spécialistes du numérique (85 participants en 2002) pour développer le format OeB (open ebook) et définir l’OeBPS (open ebook publication structure). L’Open eBook Forum fait suite à l’Open eBook Initiative, créée en juin 1998 à l’instigation du NIST (National Institute of Standards and Technology, Etats-Unis) pour constituer un groupe de travail de 25 personnes, l’Open eBook Authoring Group, afin de normaliser le contenu, la structure et la présentation des livres numériques. En avril 2005, l’OeBF change de nom pour devenir l’IDPF (International Digital Publishing Forum).
