6 FISCAL POLICY
Фискальная/бюджетная/налоговая политика
Регулирование экономической деятельности в стране при помощи налогов. Министерство финансов Великобритании использует различные рычаги регулирования совокупного спроса и государственных расходов. Если требуется сократить государственные расходы, например, в целях обуздания инфляции, государство повышает прямые налоги, взимаемые с физических лиц( подоходные налоги) и компаний (корпоративные налоги), или косвенные налоги, поскольку увеличение налога на добавленную стоимость и акцизов приводит к снижению покупательной способности. Если ставится задача увеличения государственных расходов, государство снижает налоги, в результате чего образуется бюджетный дефицит. Использование бюджетного дефицита в качестве средства противостояния массовой безработице было впервые предложено Кейнсом. В послевоенные годы его идеи имели большое влияние на политику западноевропейских государств, которые широко использовали инструменты фискальной политики для регулирования экономической деятельности в целях достижения полной занятости. Однако применение инструментов фискальной политики для достижения краткосрочной стабилизации сопряжено с рядом проблем, которые снижают ее эффективность. Изменение налоговых ставок - процесс длительный и трудоемкий. Значительная часть расходов государства на образование, здравоохранение, строительство дорог, оборону связана с долгосрочными экономическими и социальными обязательствами, и от них невозможно отказаться без долгих политических дебатов. При этом нельзя также забывать об эффекте мультипликатора (см. Multiplier). Кроме того, фискальная политика часто способствует инфляции спроса (см. Demand-pull inflation). Опыт показывает, что фискальная политика как мера экономического регулирования, рассчитанная на короткий период, фактически себя не оправдала. В результате в последние годы все чаще стали использовать среднесрочную финансовую политику (см. Medium-term financial strategy).
