сокр ZBB; эконбюджет "с чистого листа"Финансовая процедура, применяемая при подготовке бюджета программы, которую разрабатывает фирма или учреждение. Имеет целью сократить расходы, которые не являются абсолютно необходимыми. При этом не принимаются во внимание никакие предыдущие расходы, указываются только цели программы и варианты путей их достижения ("пакеты решений" [decision packages]). Оценка расходов осуществляется исполнительным органом. Впервые предложена в 1960-е сотрудником фирмы "Тексас инструментс" [Texas Instruments, Inc.] П. Пирром [Pyhrr, Peter A.]. Ныне применяется многими компаниями. Президент Дж.
