система плавающей процентной ставки по заемным средствам
В соответствии с традиционной системой плавающей процентной ставки, действовавшей в отношении всех кредитов Всемирного банка, одобренных после 1 июля 1982 г., процентная ставка по каждому из займов рассчитывалась раз в полгода и применялась ко всем займам с плавающей процентной ставкой (но не к вновь заключенным соглашениям) начиная с каждого следующего полугодового периода начисления процентов по каждому из займов. Согласно модифицированной системе, которая будет применяться в отношении займов, приглашение на переговоры о которых были отправлены 18 мая 1989 г. и позже, расчет средних издержек Банка по долгам и на этой основе установление ставки по заемным средствам будут определяться удельным весом каждой валюты в структуре валютного пула, а не валютной структурой долга Всемирному банку. Состав квалифицированных заемщиков будет пересмотрен, и из него будут исключены те из них, кто вкладывает средства Банка в ликвидные активы. Будут сделаны два изменения технического характера, с тем чтобы сократить временной лаг между периодом расчета средних издержек Банка по задолженности и периодом использования ставки по заимствованию в отношении конкретного непогашенного займа: новая ставка по заемным средствам будет рассчитываться поквартально и в начале каждого следующего квартала (а не периода начисления процентов) будут вступать в действие новые процентные ставки.
