2 Peter the Great (Pyotr Alekseyevich Romanov)
SUBJECT AREA: Ports and shipping[br]b. 10 June 1672 (30 May 1672 Old Style) Moscow, Russiad. 8 February 1725 (28 January 1725 Old Style) St Petersburg, Russia[br]Russian Tsar (1682–1725), Emperor of all the Russias (1722–5), founder of the Russian Navy, shipbuilder and scientist; as a shipbuilder he was known by the pseudonym Petr Mikhailov.[br]Peter the Great was a man with a single-minded approach to problems and with passionate and lifelong interests in matters scientific, military and above all maritime. The unusual and dominating rule of his vast lands brought about the age of Russian enlightenment, and ensured that his country became one of the most powerful states in Europe.Peter's interest in ships and shipbuilding started in his childhood; c. 1687 he had an old English-built day sailing boat repaired and launched, and on it he learned the rudiments of sailing and navigation. This craft (still preserved in St Petersburg) became known as the "Grandfather of the Russian Navy". In the years 1688 to 1693 he established a shipyard on Lake Plestsheev and then began his lifelong study of shipbuilding by visiting and giving encouragement to the industry at Archangelsk on the White Sea and Voronezh in the Sea of Azov. In October 1696, Peter took Azov from the Turks, and the Russian Fleet ever since has regarded that date as their birthday. Setting an example to the young aristocracy, Peter travelled to Western Europe to widen his experience and contacts and also to learn the trade of shipbuilding. He worked in the shipyards of Amsterdam and then at the Naval Base of Deptford on the Thames. The war with Sweden concentrated his attention on the Baltic and, to establish a base for trading and for the Navy, the City of St Petersburg was constructed on marshland. The Admiralty was built in the city and many new shipyards in the surrounding countryside, one being the Olonez yard which in 1703 built the frigate Standart, the first for the Baltic Fleet, which Peter himself commanded on its first voyage. The military defence of St Petersburg was effected by the construction of Kronstadt, seawards of the city.Throughout his life Peter was involved in ship design and it is estimated that one thousand ships were built during his reign. He introduced the building of standard ship types and also, centuries ahead of its time, the concept of prefabrication, unit assembly and the building of part hulls in different places. Officially he was the designer of the ninety-gun ship Lesnoe of 1718, and this may have influenced him in instituting Rules for Shipbuilders and for Seamen. In 1716 he commanded the joint fleets of the four naval powers: Denmark, Britain, Holland and Russia. He established the Marine Academy, organized and encouraged exploration and scientific research, and on his edict the St Petersburg Academy of Science was opened. He was not averse to the recruitment of foreigners to key posts in the nation's service. Peter the Great was a remarkable man, with the unusual quality of being a theorist and an innovator, in addition to the endowments of practicality and common sense.[br]Further ReadingRobert K.Massie, 1981, Peter the Great: His Life and Work, London: Gollancz.Henri Troyat, 1979, Pierre le Grand; pub. in English 1988 as Peter the Great, London: Hamish Hamilton (a good all-round biography).AK / FMWBiographical history of technology > Peter the Great (Pyotr Alekseyevich Romanov)

9 King, James Foster
SUBJECT AREA: Ports and shipping[br]b. 9 May 1862 Erskine, Scotlandd. 11 August 1947 Glasgow, Scotland[br]Scottish naval architect and classification society manager who made a significant contribution to the safety of shipping.[br]King was educated at the High School of Glasgow, and then served an apprenticeship with the Port Glasgow shipyard of Russell \& Co. This was followed by experience in drawing offices in Port Glasgow, Hull and finally in Belfast, where he was responsible for the separate White Star Line drawing office of Harland \& Wolff Ltd, which was then producing the plans for the Atlantic passenger liners Majestic and Teutonic. Following certain unpopular government shipping enactments in 1890, a protest from shipbuilders and shipowners in Ireland, Liverpool and the West of Scotland led to the founding of a new classification society to compete against Lloyd's Register of Shipping. It became known as the British Corporation Register and had headquarters in Glasgow. King was recruited to the staff and by 1903 had become Chief Surveyor, a position he held until his retirement thirty-seven years later. By then the Register was a world leader, with hundreds of thousands of tons of shipping on its books; it acted as consultant to many governments and international agencies. Throughout his working life, King did everything in his power to quantify the risks and problems of ship operation: his contribution to the Load Lines Convention of 1929 was typical, and few major enactments in shipping were designed without his approval. During the inter-war period the performance of the British Corporation outshone that of all rivals, for which King deserved full credit. His especial understanding was for steel structures, and in this respect he ensured that the British Corporation enabled owners to build ships of strengths equal to any others despite using up to 10 per cent less steel within the structure. In 1949 Lloyd's Register of Shipping and the British Corporation merged to form the largest and most influential ship classification society in the world.[br]Principal Honours and DistinctionsCBE 1920. 11 Shoenberg, Isaac
[br]b. 1 March 1880 Kiev, Ukrained. 25 January 1963 Willesden, London, England[br]Russian engineer and friend of Vladimir Zworykin; Director of Research at EMI, responsible for creating the team that successfully developed the world's first all-electronic television system.[br]After his initial engineering education at Kiev Polytechnic, Shoenberg went to London to undertake further studies at the Royal College of Science. In 1905 he returned to Russia and rose to become Chief Engineer of the Russian Wireless Telegraphy Company. He then returned to England, where he was a consultant in charge of the Patent Department and then joint General Manager of the Marconi Wireless Telegraphy Company (see Marconi). In 1929 he joined the Columbia Graphophone Company, but two years later this amalgamated with the Gramophone Company, by then known as His Master's voice (HMV), to form EMI (Electric and Musical Industries), a company in which the Radio Corporation of America (RCA) had a significant shareholding. Appointed Director of the new company's Research Laboratories in 1931, Shoenberg gathered together a team of highly skilled engineers, including Blumlein, Browne, Willans, McGee, Lubszynski, Broadway and White, with the objective of producing an all-electronic television system suitable for public broadcasting. A 150-line system had already been demonstrated using film as the source material; a photoemissive camera tube similar to Zworykin's iconoscope soon followed. With alternate demonstrations of the EMI system and the mechanical system of Baird arranged with the object of selecting a broadcast system for the UK, Shoenberg took the bold decision to aim for a 405-line "high-definition" standard, using interlaced scanning based on an RCA patent and further developed by Blumlein. This was so successful that it was formally adopted as the British standard in 1935 and regular broadcasts, the first in the world, began in 1937. It is a tribute to Shoenberg's vision and the skills of his team that this standard was to remain in use, apart from the war years, until finally superseded in 1985.[br]Principal Honours and DistinctionsKnighted 1954. 20 France
The continental European country with which Portugal has had the closest and most friendly relations since the Middle Ages and whose culture since early modern times has been the most important model for Portugal's culture. Beginning in the Reconquest, French groups assisted the Portuguese in fighting the Muslims, and Portugal's first royal dynasty was Burgundian. Various French religious orders settled in Portugal and brought new skills and ideas. Franco-Portuguese relations in diplomacy went through various phases after a virtual break between the two monarchies during the Hundred Years' War and Castile's campaigns to conquer Portugal up to the battle of Aljubarrota (1385), when France was the main ally of Castile. France gave Portugal vital assistance in the 16th and 17th centuries against Spanish aggression. French aid was given to Dom Antônio, Prior of Crato, who opposed Filipe's domination of Portugal, and to restoration Portugal during the War of Restoration (1640-68). With the important exception of the disastrous Napoleonic invasions and war (1807-11), Franco-Portuguese relations in diplomacy, trade, and culture were exceptionally good from the first quarter of the 19th century. In part as a response to unpopular Castilianization during Spain's domination, the Portuguese found French culture a comforting, novel foil and prestigious alternative. Despite Great Britain's dominance in matters commercial, diplomatic, and political under the Anglo- Portuguese Alliance, French culture and politics came to enjoy primary importance in Portugal. Even in commerce, France was Portugal's third or fourth best customer during the 19th century. Especially between 1820 and 1960, French influence provided a major model for the well-educated.A brief list of some key political, literary, philosophical, and artistic ideas Portugal eagerly embraced is suggestive. King Pedro IV's 1826 Charter ( A Carta) was directly modeled on an early French constitution. French models of liberalism and socialism prevailed in politics; impressionism in art; romanticism and realism, Parnassian-ism, and symbolism in literature; positivism and Bergsonianism in philosophy, etc. During the 18th and 19th centuries, the Portuguese language, including vocabulary and orthography (spelling), experienced extensive Frenchification. French became the second language of Portugal's elite, providing access to knowledge and information vital for the education and development of isolated Portugal.French cultural influences became pervasive and entered the country by various means: through the French invasions before 1811, trade and commerce, improved international communication and transportation, Portuguese emigration to France (which became a mass movement after 1950), and close diplomatic and intellectual relations. An example of the importance of French culture until recently, when British and American cultural influences have become more significant, was that works in French dominated foreign book sections in Portuguese bookstores. If Portugal retained the oldest diplomatic link in world history with Britain, its chief cultural model until recently was France. Until after the Revolution of 25 April 1974, the largest portion of Portugal's educated elite studying abroad resided in France and took French higher degrees. The pattern of Portuguese students in higher education abroad has diversified in the years since, and now a significant portion are studying in other European continental states as well as in Britain and the United States. Diplomatic posts in France rank high in the pecking order of Portugal's small foreign service.
