Тот, кто пытается добиться реализации своих замыслов путем системного применения силового запугивания; лицо, которое прибегает к использованию или поощряет использование насильственных и устрашающих методов принуждения в отношении правительства или сообщества. В настоящее время данный термин, как правило, используется применительно к члену тайной или зарубежной организации, преследующей цель принудить к чему-либо законное правительство путем совершения насильственных действий, направленных против этого правительства или граждан.
