До вхождения в состав Союза [ Union] 31 штат управлялся как территория или ее часть. Прецедент в создании территорий был установлен в 1787 Ордонансом о создании Северо-Западной Территории [ Northwest Territory] в регионе, расположенном между реками Миссисипи [ Mississippi River] и Огайо [ Ohio River]. Он предусматривал защиту основных гражданских и политических прав и свобод жителей и в последующем прием в состав Союза в качестве самостоятельного штата. После Северо-Западной Территории были созданы Территория Луизиана [Louisiana Territory] и Территория Орегон [Oregon Territory], затем ряд других на западе страны. К 1912 все территории на континентальной части США [ contiguous states] приобрели статус штатов, в 1959 в Союз были приняты в качестве штатов Аляска и Гавайи. В 1956 статус Содружества приобрело Пуэрто-Рико [ Puerto Rico], а в 1986 - Северные Марианские острова. Все остальные территории находятся под административным управлением Министерства внутренних дел [ Department of the Interior, U.S.], несколько небольших островных территорий, в том числе острова Мидуэй [ Midway Islands] и Уэйк [ Wake Island] управляются Министерством обороны [ Department of Defense, U.S.]
