Последователь кейнсианства, поддерживал теорию бюджетного дефицита как стимула роста экономики, выступал в защиту прав потребителей. Главный экономист Национальной администрации восстановления [ National Recovery Administration], Администрации общественных работ [ Works Progress Administration]. В 1938-41 - глава Временного национального экономического комитета (ВНЭС) [Temporary National Economic Committee (TNEC)], одновременно в 1939-41 - руководитель Комиссии по ценным бумагам и биржам [ Securities and Exchange Commission]. Во время второй мировой войны руководил работой нескольких ведомств, призванных установить контроль за ценами, в том числе Управлением ценовой политики [Office of Price Administration (OPA)].
