Однако платежный баланс представляет собой открытую систему, предметом изучения которой является лишь одна сторона каждого потока. Если в СНС импорт товаров показывается одновременно как закупка пО импорту в счете производства и как продажа по импорту в счете других стран мира, то в платежном балансе импорт фиксируется лишь однажды — как приобретение реального ресурса (дебет).
