прожиточный минимум
Стоимость «потребительской корзины», включающей минимальные наборы продуктов питания, непродовольственных товаров и услуг, необходимых для сохранения жизнедеятельности человека, а также платежи и сборы. Конечно, это очень обобщенная и, главное, произвольная величина, хотя над ее исчислением ежегодно трудятся десятки ученых – экономистов, социологов, товароведов и других специалистов. С продуктами питания еще относительно просто: там есть хотя бы нормы калорийности (см. статью «Задача диеты», где приведена модель расчетаптимального рациона питания). А вот с предметами бытового обихода, с одеждой, посудой и так далее – для аналитиков полная свобода фантазии. В разных странах величина прожиточного минимума различна. Причем не только по объективным причинам (в холодной стране нужно учесть теплую одежду и отопление, в жаркой – даже обувь может быть не обязательна), но и по причине разных возможностей государства, исторически сложившегося уровня благосостояния: человек, считающийся бедным в одной стране, вполне сойдет за представителя среднего класса в другой. Да и внутри страны различия могут быть немалыми: недаром величина прожиточного минимума в России устанавливается для каждого региона с учетом местных цен и иных условий. В конечном счете, все это было бы несущественно, если бы величина про-житочного минимума не использовалась как некий официальный рубеж – те,кто находится за этой чертой, пользуются разного рода государственной поддержкой: при определении пенсий, пособий, жилищных субсидий и других социальных выплат, вплоть до такой важной льготы, как право на социальное жилье. А люди, доходы которых хотя бы на один рубль превышают прожиточный минимум, такой поддержкой воспользоваться уже не могут. Это создает в обществе опасные коллизии.
