1) Part of a city at or near the centre, especially a slum area where poor people live in bad housing.
2) City centres of many industrialized countries which exhibit environmental degradation. The numerous and highly competitive activities entailing land use overwhelm the limited space and create a situation of overcrowding, functional incompatibility and cultural degradation. Inner city areas have a high level of commercial specialization, a large number of offices and a sizeable daytime population. At the same time, city centres generally remain a sort of ghetto for a permanent, low-income population living in run-down housing and enjoying little in the way of public services and civic amenities. The concentration of service industries inevitably entails the replacement of traditional housing and shops by office blocks, the provision of basic utilities at the expense of civic amenities and the provision of major access roads which eat up urban space. Structures of historic origin are often unable to meet modern requirements and, notwithstanding their value, frequently face demolition.

An artificial restraint on the free exchange of goods and services between nations. The most common types of trade barriers are tariffs, quotas, and exchange control. Such obstacles to trade are usually imposed by a country that wishes to protect domestic products in their home market against foreign competition, better its terms of trade, reduce domestic unemployment, or improve its balance-of-payments position. The raising of trade barriers by one country often provokes other nations position. Generally, the effect of a trade barrier is to reduce the volume of trade while increasing the domestic price of the protected good. Политика государства, обращенная к экономической системе: определение целей и перспектив ее развития, выбор и создание средств достижения целей. Строго говоря, это не вполне точное определение. Экономическую политику нельзя ставить в один ряд с другими направлениями: социальной политикой, военной политикой, внешней политикой, культурной политикой и т.п. Экономика пронизывает все поры общества и его жизни, поэтому экономическая политика неразрывно связана со всеми перечисленными направлениями. Может быть, правильнее говорить о социально-экономической политике государстве в самом широком смысле этого термина. Е.Т.Гайдар писал: «Не ставя целью давать какую-либо оценку возможной экономической политике, опишем основные черты трех ее типов. Так, популистская политика направлена на увеличение государственных обязательств при игнорировании финансовых и денежных ограничений, то есть на наращивание государственной нагрузки с ее финансированием за счет инфляционных доходов. Социалистическая политика предполагает рост государственных обязательств, базирующийся на соответствующем росте реальной налоговой нагрузки. Либеральная политика характеризуется снижением уровня государственных обязательств в экономике… Приходящие к власти правительства могут колебаться между социалистической и либеральной риторикой, однако жизнь заставляет в среднесрочной и долгосрочной перспективе двигаться именно в сторону либерализации. Налицо радикальное изменение идеологического тренда – от доминирования социалистической и социал-демократической идеологии в 20–70-х годах к неолиберализму начала 80-х годов, который, видимо, еще долго не сойдет с политической арены. Подчеркнем, такой тренд не носит конъюнктурного характера, он непосредственно связан с логикой индустриального перехода и выходом на новые верхние границы налогообложения.»[1] Правда, в период последнего глобального экономического кризиса 2008–2010 гг., охватившего большинство стран планеты, стали раздаваться призывы к повышению роли государства в экономике, к усилению государственного регулирования финансовых рынков и организаций. В такой цитадели экономического либерализма, как США, с подобными идеями выступил ряд крупных экономистов – например, лауреаты Нобелевской премии Стиглиц и Фелпс. Однако вряд ли эти предложения актуальны для России. Ведь главный вопрос – с какого уровня «повышать роль государства». В России он и без того намного выше, чем в США и европейских странах. Впрочем, жизнь этим кризисом не заканчивается. Как будет изменяться роль государства, его экономиическая политика – покажет будущее.
