They are mainly financed through a levy on firms and grants from local authorities, and have the status of public bodies ( établissements publics économiques). Each chamber covers a limited geographic area, often a department, sometimes a city, or a group of towns and cities. There are also regional chambers of commerce. -

Nonetheless, Prefects retain considerable powers in matters of public order, immigration, and emergencies. [br]b. 30 May 1810 Lower Wyke, near Halifax, Yorkshire, Englandd. 10 June 1889 Moor Park, Farnham, Surrey, England[br]English civil engineer whose principal works were concerned with reservoirs, water-supply schemes and pipelines.[br]Bateman's maternal grandfather was a Moravian missionary, and from the age of 7 he was educated at the Moravian schools at Fairfield and Ockbrook. At the age of 15 he was apprenticed to a "civil engineer, land surveyor and agent" in Oldham. After this apprenticeship, Bateman commenced his own practice in 1833. One of his early schemes and reports was in regard to the flooding of the river Medlock in the Manchester area. He came to the attention of William Fairbairn, the engine builder and millwright of Canal Street, Ancoats, Manchester. Fairbairn used Bateman as his site surveyor and as such he prepared much of the groundwork for the Bann reservoirs in Northern Ireland. Whilst the reports on the proposals were in the name of Fairbairn, Bateman was, in fact, appointed by the company as their engineer for the execution of the works. One scheme of Bateman's which was carried forward was the Kendal Reservoirs. The Act for these was signed in 1845 and was implemented not for the purpose of water supply but for the conservation of water to supply power to the many mills which stood on the river Kent between Kentmere and Morecambe Bay. The Kentmere Head dam is the only one of the five proposed for the scheme to survive, although not all the others were built as they would have retained only small volumes of water.Perhaps the greatest monument to the work of J.F.La Trobe Bateman is Manchester's water supply; he was consulted about this in 1844, and construction began four years later. He first built reservoirs in the Longdendale valley, which has a very complicated geological stratification. Bateman favoured earth embankment dams and gravity feed rather than pumping; the five reservoirs in the valley that impound the river Etherow were complex, cored earth dams. However, when completed they were greatly at risk from landslips and ground movement. Later dams were inserted by Bateman to prevent water loss should the older dams fail. The scheme was not completed until 1877, by which time Manchester's population had exceeded the capacity of the original scheme; Thirlmere in Cumbria was chosen by Manchester Corporation as the site of the first of the Lake District water-supply schemes. Bateman, as Consulting Engineer, designed the great stone-faced dam at the west end of the lake, the "gothic" straining well in the middle of the east shore of the lake, and the 100-mile (160 km) pipeline to Manchester. The Act for the Thirlmere reservoir was signed in 1879 and, whilst Bateman continued as Consulting Engineer, the work was supervised by G.H. Hill and was completed in 1894.Bateman was also consulted by the authorities in Glasgow, with the result that he constructed an impressive water-supply scheme derived from Loch Katrine during the years 1856–60. It was claimed that the scheme bore comparison with "the most extensive aqueducts in the world, not excluding those of ancient Rome". Bateman went on to superintend the waterworks of many cities, mainly in the north of England but also in Dublin and Belfast. In 1865 he published a pamphlet, On the Supply of Water to London from the Sources of the River Severn, based on a survey funded from his own pocket; a Royal Commission examined various schemes but favoured Bateman's.Bateman was also responsible for harbour and dock works, notably on the rivers Clyde and Shannon, and also for a number of important water-supply works on the Continent of Europe and beyond. Dams and the associated reservoirs were the principal work of J.F.La Trobe Bateman; he completed forty-three such schemes during his professional career. [br]b. 1863 Hamburg, Germany d. 1944[br]English engineer and entrepreneur who imported the first internal combustion engines into Britain.[br]Simms was born of English parents in Hamburg. He met Gottlieb Daimler at an exhibition in Bremen in 1890, where he had gone to exhibit an aerial cableway that he had designed to provide passenger transport over rivers and valleys; in the previous year, he had invented and patented an automatic railway ticket machine, the principle of which is still in use worldwide. He obtained a licence to develop the Daimler engine throughout the British Empire (excluding Canada). He had great trouble in arranging any demonstration of the Daimler engine as authorities were afraid of the risk of fire and explosion with petroleum spirit, particularly at indoor venues. He succeeded eventually in operating a boat with an internal combustion engine between Charing Cross and Westminster piers on the River Thames in 1891. He then rented space under a railway arch at Putney Bridge station for installing Daimler engines in boats. With Sir David Salomans he was responsible for organizing the first motor show in Britain in 1895; four cars were on show. Simms became a director of the main Daimler company, and was a consultant to the Coventry Daimler Company. SUBJECT AREA: Paper and printing[br]b. 1 March 1866 New York, USAd. 9 April 1939 USA[br]American manufacturer and inventor of printing machinery, including a stereotype casting machine.[br]The son of a Congressman and mayor of New York, Wood was educated at Media Academy in Pennsylvania, specializing in scientific subjects. The death of his father in 1881 prevented his going on to college and he went to work at the Campbell Printing and Manufacturing Company, of which he became President in 1896. In the meantime, he had married the daughter of J.L.Brower, the previous head of the company. Later business consolidations brought into being the Wood Newspaper Machine Corporation.Wood was responsible for a series of inventions that brought great benefit to the newspaperprinting processes. Most notable was the Autoplate, patented first in 1900 and finally in 1903. This enabled a whole page of newspaper type to be cast in metal at once, saving much time and effort in the forming of stereotypes; this invention earned him the Elliott Cresson gold medal of the Franklin Institute in 1909. Other inventions were the Autoreel, a high-speed press-feeder device, and the Autopaster, which automatically replaced a spent paper roll with a new one in a newspaper press, without the need to stop the press. Wood's improved presses and inventions increased the speed of newspaper production from 24,000 to 60,000 copies per hour, printed and folded.He was also much interested in aviation and was an early member of the Aero Club of America, becoming its Vice-President for six years. He helped to found the magazine Flying and was its Editor from 1911 to 1919. He had predicted the part played by aircraft and submarines during the Second World War and was invited to join a panel of consulting inventors and engineers to assist the development of the US Navy. He was soon at odds with the authorities, however, and he resigned in 1915. After the war, he spent time in vigorous campaigning against immigration, America's entry into the League of Nations and on many other issues, in all of which he was highly controversial. Nevertheless, he retained his interest in the newspaper-machinery business, remaining President of his company until 1935 and Chairman of the Board thereafter.
