Нормирование
Распределение дефицитных товаров и услуг административными методами. На свободном рынке подобная ситуация исключена - рынок автоматически устанавливает равновесные цены. Однако если государство назначает фиксированные цены ниже их равновесного уровня, то ему приходится использовать талоны или карточки при распределении имеющихся запасов, исходя из принципа справедливости.
