Нападая на фашизм, фильм тем самым нападал и на американскую политику невмешательства. Если 1-м американским художественным фильмом, обличающим фашизм, считается Признания нацистского шпиона Литвака (Confessions of a Nazi Spy, выход на экраны - май 1939 г.), то эта картина стала 1-й, чье действие происходит в самой Германии и направлено целиком и полностью против фактов и событий, впоследствии подхваченных целой линейкой антифашистских фильмов по довольно экстравагантным сценариям. Здесь же, напротив, несмотря на некоторую неуклюжесть постановки и скудость бюджета, поражает достоверность информации, предоставляемой фильмом, и относительная зрелость подачи материала и его использования в конструкции сценария. Оставаясь прежде всего приключенческой картиной, фильм, тем не менее, опирается на довольно разнообразный костяк персонажей, и каждый по-своему относится к фашизму. Алан Лэдд (в одной из второстепенных ролей) играет слабохарактерного молодого человека, которому понадобится немало времени для понимания необходимости подпольной борьбы, настолько он убежден, что тираны всегда губят себя сами. Он не выносит заточения в лагере и погибает при попытке к бегству. Главный герой (Роуленд Дрю) разрывается между обязанностями личной жизни (его жена вот-вот родит) и борьбой. Первоначально фильм назывался Гусиным шагом (Goose Step), затем, когда в Европе разгорелась война, он получил новое название для широкого проката в октябре 1939 г.: Гитлер - берлинское чудовище - это шокирующее название было позаимствовано у фильма Руперта Джулиана Кайзер, берлинское чудовище (The Kaiser, the Beast of Berlin, 1918).
