Налог, взимаемый со всех физических лиц в одинаковом размере, т.е. в твердо установленной сумме с “души” (английский термин восходит к средненижненемецкому polle - “голова”). Достоинство подобных налогов заключается в том, что они не являются выборочными, а представляют собой одинаковый сбор со всех граждан независимо от имущественных различий. Тем не менее подушные налоги часто подвергаются критике за их регрессивный характер - они не учитывают платежеспособности каждого налогоплательщика. Общественный сбор (community charge), являвшийся альтернативой коммунальному налогу (rates), представлял собой подушный налог; он был введен правительством консерваторов в 1990 г. (в 1989 г. в Шотландии). В 1993 г. его заменил муниципальный налог (council tax).
