Кривая, отражающая взаимозависимость темпа инфляции и уровня занятости. (Сам А.Филлипс, впрочем, при оценке инфляции исходил из влияния роста номинальной денежной заработной платы на безработицу, что вызвало возражения М.Фридмана и других экономистов, считавших, что рабочие добиваются роста реальной, а не номинальной заработной платы). Известна в разных вариантах. Один — когда ценовые ожидания людей формируются в условиях нулевой инфляции (в этом случае она показывает, что инфляция неизбежна, если уровень занятости окажется выше определенной отметки), другой — в условиях постоянной инфляции, когда естественно предполагать, что она останется в рассматриваемый период примерно такой же, как в предыдущий. Здесь уровень занятости воздействует не на сам уровень инфляции, а на изменения в этом уровне. Исследования показали, что такой характер кривой (см. рис. Ф.1) характерен для описания рыночной экономики большинства западных стран в последние 25 лет[1]. М.Фридман также утверждает, что поскольку рабочие добиваются в условиях инфляции компенсирующего роста реальной заработной платы, экономика тяготеет к естественной норме безработицы — несмотря на все попытки правительств снизить уровень безработицы, этот уровень остается неизменным и мы имеем так называемую вертикальную Ф.к. На рис.Ф.1,б показано, как это получается. Снижение безработицы до уровня U1 сдвигает реальную заработную плату по краткосрочной Ф.к. в точку B. Но повышение зарплаты приводит к росту цен, что снижает спрос и возвращает уровень безработицы в точку С. Тот же ход рассуждений приведет к точке E и так далее. Следовательно, распространенное определение Ф.к., как кривой, отражающей обратную взаимозависимость между темпом инфляции и нормой безработицы, действительно только для краткосрочного периода. Рис.
