Организация стран-экспортеров нефти (ОПЕК)
Организация была образована в 1960 г. пятью странами: Ираком, Ираном, Кувейтом, Саудовской Аравией и Венесуэлой с целью координации и унификации политики государств-членов в области торговли нефтепродуктами, защиты своих интересов на нефтяном рынке и обеспечения стабильности цен. Позже к договору присоединилось еще восемь стран: Катар, Индонезия, Ливия, ОАЭ, Алжир, Нигерия, Эквадор и Габон. На долю этих стран приходится 78% мировых запасов сырой нефти. В 1973 г. организации удалось вырвать у США инициативу установления цен на нефть, в результате чего они выросли в четыре раза с $2,5 до $11,5 за баррель. Это привело к образованию дефицита платежного баланса в большинстве стран-импортеров нефти и затяжному экономическому спаду в мире. По мере нарастания кризиса доходы от продажи нефти стали падать, на что ОПЕК среагировала еще более резким повышением цен в 1979 г. с $15 до $28 за баррель. ОПЕК часто приводится в качестве примера успешно действующего картеля производителей. В условиях «классического» картеля объем производства преднамеренно ограничивается с целью сохранения высоких цен на рынке путем установления производственных квот для каждой страны. Интересно, что в случае с ОПЕК из-за политических разногласий квоты не вводились до 1982 г. Основная причина, по которой организации все же удавалось повышать цены на нефть в прошлом, заключалась в том, что спрос на нефть крайне неэластичен по цене. В 90-е годы она оказалась в затруднительном положении по двум причинам: упал совокупный спрос на нефть частично из-за мирового экономического спада, частично по причине все более широкого использования альтернативных видов топлива. Это означало, что неэластичность спроса на нефть снизилась. Огромные прибыли от добычи нефти способствовали росту инвестиций в новые нефтедобывающие месторождения (особенно месторождения Северного моря), что ослабило контроль ОПЕК над производством нефти и повлекло за собой снижение цен на нефть. Страны ОПЕК вынуждены были ввести ограничительные квоты, что вновь привело к росту цен. В последние годы до финансового кризиса 2008 г. цены на нефть постоянно росли, превысив отметку в $100 за баррель (согласно докризисным прогнозам ОПЕК они могли достичь $200).
