В структуре ФКС функционирует Управление административных судей, осуществляющее основную часть квазисудебных полномочий ФКС: определение прав и обязанностей сторон в ситуации, когда нельзя установить четкий нормативный стандарт. Административный судья состоит в штате Комиссии, но не является членом ее бюро по СМИ, которое непосредственно осуществляет лицензирование и рассматривает возникающие споры.
