Принципиальное свойство экономических и многих других управляемых систем, возникающее по двум причинам: в силу вероятностного, случайного характера самой системы (см. Вероятностная система) и в силу вероятностного, случайного характера возможностей приобретения сведений об этой системе (сведения могут быть не только ограничены по техническим причинам, но иной раз могут быть и ложными вследствие рассогласования интересов между отдельными звеньями системы). Полной информацией надо здесь считать такую, которая приобретается при полном выяснении состояний системы. Управление же системой в условиях Н.и., есть управление в условиях некоторой неопределенности. Более широко: неизбежная неполнота описания сложной системы рассматривается как общий принцип системного анализа.
