Набор гексагональных ячеек позволяет охватить всю обслуживаемую территорию без перекрытия соседних или пропуска отдельных участков, в то время как ячейки в виде круга либо перекрываются друг с другом, либо содержат участки, не охваченные связью. Принцип построения гексагональных ячеек следующий (рис. Н-3). Сначала в некоторой точке пространства размещается одна ячейка, называемая центральной. Вокруг нее равномерно располагаются 6 ячеек, образуя первый слой или пояс, затем следует 12 ячеек второго пояса, 18 - третьего и так далее с увеличением числа ячеек в каждом следующем поясе на 6.
