Это выражение ныне связано с любой практикой использования военно-морских сил во внешнеполитических целях. Канонерки - небольшие вооруженные суда - широко применялись во флоте США [ Navy, U.S.] в начале XIX в., сыграли свою роль в обороне Новоорлеанского порта от англичан в 1812 [ War of 1812].
