       Portuguese (and Spanish or Castilian) words for local, regional political boss and the practice and system of local, regional bossism in Portugal and Spain, beginning in the 19th century. The word cacique is derived from the corruption of an Amerindian word in the Caribbean and South America for "chief" or "lord" in the 16th and 17th centuries. In Portugal and Spain, under the constitutional monarchy and later, the local or regional political boss, or cacique, was the central government's informal representative or local authority, who may or may not have held office in the formal administrative system of municipalities, parishes, counties, districts, and provinces. Political parties in the capitals ( Lisbon and Madrid) exercised their influence in the provinces through local figures of importance, such as the mayor of the Câmara Municipal (City Hall), alderman, clerk, or judge, who, come election time, would manage and/or rig elections at the municipal or other levels.
       The political party based in the capital would depend on the cacique to ensure electoral victory in his area or hometown. To get the requisite votes, the local political boss, then, would have a quid pro quo for the voter: in return for a vote for the indicated party, the cacique would reward the voter (or eleitor, in the Portuguese language) with incentives such as payment in money, a tax break, a job for the voter or a relative, or, in some instances, an excuse from the obligation of serving in the armed forces for a draftee. The systematic use of local bosses in the institution of bossism as described here endured from the last half of the 19th century to the 1920s, under the First Republic, and into the Estado Novo in Portugal, and in the case of Spain, into the Primo de Rivera regime (1923-30).

    English political writer and activist; writer on rural affairs, with a particular concern for the conditions of the agricultural worker; a keen experimental farmer who claimed responsibility for the import of Indian maize to Britain.

    The son of a smallholder farmer and self-taught surveyor, William Cobbett was brought up to farm work from an early age. In 1783 he took employment as an attorney's clerk in London, but not finding this to his liking he travelled to Chatham with the intention of joining the Navy. A mistake in "taking the King's shilling" found him in an infantry regiment. After a year's training he was sent out to Nova Scotia and quickly gained the rank of sergeant major. On leaving the Army he brought corruption charges against three officers in his regiment, but did not press with the prosecution. England was not to his taste, and he returned to North America with his wife.
    In America Cobbett taught English to the growing French community displaced by the French Revolution. He found American criticism of Britain ill-balanced and in 1796 began to publish a daily newspaper under the title Porcupine's Gazetteer, in which he wrote editorials in defence of Britain. His writings won him little support from the Americans. However, on returning to London in 1800 he was offered, but turned down, the management of a Government newspaper. Instead he began to produce a daily paper called the Porcupine, which was superseded in 1802 by Cobbett's Political Register, this publication continued on a weekly basis until after his death. In 1803 he also began the Parliamentary Debates, which later merged into Hansard, the official report of parliamentary proceedings.
    In 1805 Cobbett took a house and 300-acre (120-hectare) farm in Hampshire, from which he continued to write, but at the same time followed the pursuits he most enjoyed. In 1809 his criticism of the punishment given to mutineers in the militia at Ely resulted in his own imprisonment. On his release in 1812 he decided that the only way to remain an independent publisher was to move back to the USA. He bought a farm at Hampstead, Long Island, New York, and published A Year's Residence in America, which contains, amongst other things, an interesting account of a farmer's year.
    Returning to Britain in the easier political climate of the 1820s, Cobbett bought a small seed farm in Kensington, then outside London. From there he made a number of journeys around the country, publishing accounts of them in his famous Rural Rides. His experiments and advice on the sowing and cultivation of crops, particularly turnips and swedes, and on forestry, were an important mechanism for the spread of ideas within the UK. He also claimed that he was the first to introduce the acacia and Indian maize to Britain. Much of his writing expresses a concern for the rural poor and he was firmly convinced that only parliamentary reform would achieve the changes needed. His political work and writing led to his election as Member of Parlaiment for Oldham in the 1835 election, which followed the Reform Act of 1832. However, by this time his energy was failing rapidly and he died peacefully at Normandy Farm, near Guildford, at the age of 73.

    Cobbett's Observations on Priestley's Emigration, published in 1794, was the first of his pro-British tracts written in America. On the basis of his stay in that country he wrote A Year's Residence in America. His books on agricultural practice included Woodlands (1825) and Treatise on Cobbett's Corn (1828). Dealing with more social problems he wrote an English Grammar for the use of Apprentices, Plough Boys, Soldiers and Sailors in 1818, and Cottage Economy in 1821.

    Ferdinand de Lesseps was born into a family in the diplomatic service and it was intended that his should be his career also. He was educated at the Lycée Napoléon in Paris. In 1825, aged 20, he was appointed an attaché to the French consulate in Lisbon. In 1828 he went to the Consulate-General in Tunis and in 1831 was posted from there to Egypt, becoming French Consul in Cairo two years later. For his work there during the plague in 1836 he was awarded the Croix de Chevalier in the Légion d'honneur. During this time he became very friendly with Said Mohammed and the friendship was maintained over the years, although there were no expectations then that Said would occupy any great position of authority.
    De Lesseps then served in other countries. In 1841 he had thought about a canal from the Mediterranean to the Red Sea, and he brooded over the idea until 1854. In October of that year, having retired from the diplomatic service, he returned to Egypt privately. His friend Said became Viceroy and he readily agreed to the proposal to cut the canal. At first there was great international opposition to the idea, and in 1855 de Lesseps travelled to England to try to raise capital. Work finally started in 1859, but there were further delays following the death of Said Pasha in 1863. The work was completed in 1869 and the canal was formally opened by the Empress Eugenic on 20 November 1869. De Lesseps was fêted in France and awarded the Grand Croix de la Légion d'honneur.
    He subsequently promoted the project of the Corinth Canal, but his great ambition in his later years was to construct a canal across the Isthmus of Panama. This idea had been conceived by Spanish adventurers in 1514, but everyone felt the problems and cost would be too great. De Lesseps, riding high in popularity and with his charismatic character, convinced the public of the scheme's feasibility and was able to raise vast sums for the enterprise. He proposed a sea-level canal, which required the excavation of a 350 ft (107 m) cut through terrain; this eventually proved impossible, but work nevertheless started in 1881.
    In 1882 de Lesseps became first President d'-Honneur of the Syndicat des Entrepreneurs de Travaux Publics de France and was elected to the Chair of the French Academy in 1884. By 1891 the Panama Canal was in a disastrous financial crisis: a new company was formed, and because of the vast sums expended a financial investigation was made. The report led to de Lesseps, his son and several high-ranking government ministers and officials being charged with bribery and corruption, but de Lesseps was a very sick man and never appeared at the trial. He was never convicted, although others were, and he died soon after, at the age of 89, at his home.
