В Великобритании потребность государственного сектора в заемных средствах (Public Sector Borrowing Requirement (PSBR)) за вычетом всех заимствований у частного сектора местных органов власти и государственных корпораций. В связи с тем, что местные органы власти и государственные корпорации имеют определенную степень свободы в принятии решения о сумме займа, государство не может, в отличие от потребности центрального правительства в заимствованиях, полностью контролировать потребность государственного сектора в заемных средствах.

потребность государственного сектора в заемных средствах
Сумма, на которую расходы правительства Великобритании превышают его доходы (т.е. дефицит государственного сектора (public sector deficit)). Дефицит покрывается путем заимствования (т.е. путем продажи первоклассных ценных бумаг) или путем печатания денег. Значение потребности государственного сектора в заемных средствах как показатель государственной бюджетной/фискальной политики возросло в конце 1970-х гг. К этому времени многие экономисты пришли к заключению, что высокая потребность государства в этих средствах ведет к инфляции, а также к вытеснению частных расходов государственными. Подобная точка зрения сохраняет свою популярность. Если усиленная работа печатного станка просто приводит к росту цен (см.: quantity theory of money (количественная теория денег)), то в результате продаж первоклассных ценных бумаг повышаются учетные ставки, сокращаются негосударственные инвестиции и расходы.
