Первоначальный этап для организаторов Игр, начинающийся сразу после выбора города-организатора. На данном этапе создается ОКОИ, формируется Совет директоров, назначается высшее руководство, определяются потребности в принятии связанного с Играми законодательства, определяются структура управления и концепция Игр. Организаторы концентрируют свое внимание на общей организации Игр и готовят базовый план Игр, который служит общей основой для всех последующих этапов планирования.

foundation planning phase
Initial phase for the Games organizers beginning as soon as the Host City is elected. In this phase the OCOG is incorporated, the Board is formed, senior management staff is recruited, the need for Games-related legislation is identified, the corporate governance structure and the vision of the Games are defined. The organizers focus on Games wide organization and produce the Games Foundation Plan, which acts as the overall framework for all-subsequent planning.
