операции по консолидированию долга
1. Преобразование краткосрочной задолженности с фиксированной ставкой процента (floating debt (текущая/краткосрочная задолженность)) в долгосрочную с фиксированной ставкой процента (funded debt (консолидированный долг)). Обычно правительство использует для этого операции, проводимые Банком Англии с национальным долгом. Банк скупает векселя Министерства финансов; Казначейства и замещает их равноценным количеством долгосрочных правительственных облигаций, продлевая таким образом наступление среднего срока выплаты государственных долговых обязательств. Это содействует ужесточению денежно-кредитной политики, поскольку векселя Министерства финансов рассматриваются коммерческими банками как ликвидные активы, а облигации нет. 2. Изменение в соотношении между собственным и заемным капиталом (capital gearing) компании, когда краткосрочная задолженность, например овердрафты, трансформируется в более долгосрочные долговые обязательства, такие, как облигации акционерных компаний (debentures).
