валютный курс
Стоимость иностранной валюты, выраженная в единицах внутренней валюты (например, курс рубля — n рублей за доллар). В случае конвертируемости валюты, В.к. служит для того, чтобы спрос и предложение ее на рынке были равны. При этом обмен производится по курсу, который называется номинальным — в отличие от реального, исчисляемого при сравнении двух валют как номинальный курс, умноженный на отношение уровней цен в сравниваемых странах. Если Центральный банк позволяет валютному (номинальному) курсу свободно изменяться под воздействием рыночных сил, т.е. не производит интервенций на рынке иностранной валюты, то обменный курс является плавающим (floating exchange rate). В этом случае резервы иностранной валюты остаются неизменными. Впрочем, если принята такая система, что валютные поступления должны сдаваться в Центральный банк, который затем продает их с аукциона (так, что резервы валюты остаются неизменными), то мы имеем плавающий курс несмотря на то, что ЦБ продает иностранную валюту. При системе фиксированного курса (fixed exchange rate) банк готов продавать и покупать валюту в неограниченном количестве только по такому заданному курсу. Вмешательство Центрального банка в формирование курса валюты для предотвращения грозящих ему опасностей финансисты иногда называют интерминированием. Когда стоимость валюты падает, то при плавающем курсе говорят: она обесценивается (depreciation), а при фиксированном: она девальвируется (devaluation); соответственно, когда стоимость валюты растет, то при плавающем курсе она «дорожает» (appreciation), а при фиксированном — «ревальвируется» (revaluation). Цена валюты одной страны в единицах валюты другой страны. В соответствии с российским законодательством, обменным курсом валют двух стран называется цена по которой между ними происходит обмен. Обменный курс иностранной валюты в расчетах эффективности определяется как цена единицы иностранной валюты, выраженная в рублях (Методические рекомендации по оценке эффективности инвестиционных проектов, утвержденные Минэкономики РФ, Минфином РФ, Госстроем РФ 21 06 1999).

Валютный курс
Цена денежной единицы одной страны, выраженная в денежных единицах другой страны. В условиях системы фиксированных валютных курсов (см. Fixed exchange-rate system) установленный курс валют остается неизменным в течение продолжительного времени. Если, однако, этот курс перестает соответствовать основной конъюнктуре рынка и оказывается завышенным, что приводит к устойчивому дефициту платежного баланса страны, он может быть девальвирован (см. Devaluation). Аналогичным образом обстоит дело с ревальвацией курса при образовании профицита платежного баланса. Государственные власти, однако, зачастую не торопятся применять меры по изменению валютного курса, особенно в сторону снижения, и тогда искусственно поддерживаемый валютный курс перестает удовлетворять условиям рынка. В таких случаях начинается спекуляция валютой и возникает наплыв «горячих» денег (см. Hot money), что дестабилизирует валютные рынки. Со временем при отсутствии государственного вмешательства валютные курсы постепенно стабилизируются. В условиях системы плавающих валютных курсов (см. Floating exchange-rate system) курсы свободно меняются в зависимости от конъюнктуры рынка, что, согласно теории, способствует сохранению длительного равновесия платежных балансов. На практике, однако, факторы неопределенности и спекулятивные операции с валютой вызывают беспорядочные колебания курсов, что в свою очередь сдерживает торговлю и дестабилизирует экономическую ситуацию внутри страны. По этим причинам страны предпочитают «управлять» плавающими курсами валют. На валютных рынках дилеры обычно котируют две цены курс покупки и курс продажи (см. Bid price), разница между которыми (спрэд) является их прибылью. См.
